The motion carried. (Councilman Horvath <br />opposed.) Councilman Miller then made a motion that the ordinance pass, as amended, seconded by <br />Councilman Kopczynski. The ordinance passed by a roll call vote of six ayes (Councilmen Szymkow <br />Miller, Taylor, Kopczynski, Newburn and Nemeth) and two nays (Councilmen Serge and Horvath) with <br />Councilman Parent absent. <br />ORDINANCE NO. 5547 -73 AN ORDINANCE APPROPRIATING $56,000.00 FROM THE <br />FEDERAL ASSISTANCE GRANT FUND, COMMONLY REFERRED <br />TO AS GENERAL REVENUE SHARING, FOR VARIOUS <br />MUNICIPAL SERVICES FACILITY PROGRAMS, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DEPARTMENT OF PUBLIC WORKS. <br />This ordinance had second reading. Councilman Taylor made a motion that the ordinance pass, <br />seconded by Councilman Horvath. The ordinance passed by a roll call vote of eight ayes <br />(Councilmen Serge, Szymkowiak, Miller, Taylor, Kopczynski, Horvath, Newburn and Nemeth) with <br />Councilman Parent absent. <br />RESOLUTIONS <br />RESOLUTION NO. 375 -73 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE <br />EXECUTION OF AMENDATORY CONTRACT FOR NORTHEAST <br />CODE ENFORCEMENT PROJECT, INDIANA E -3. <br />WHEREAS, under the date of May 24, 1973, the Department of Housing and Urban <br />Development (HUD) allocated an additional $57,341 as a grant to assist in the financing <br />of the subject Code Enforcement Project; and <br />WHEREAS, $57,341 of this additional grant is for rehabilitation grants, which <br />is 100% (per cent) reimbursable by the Department of Housing and Urban Development; and <br />WHEREAS, HUD has tendered to the City of South Bend, Indiana, an Amendatory <br />Contract identified as Indiana E -3 (AMT -2) to incorporate said additional grant into the <br />original contract; <br />NOW THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, that said Amendatory Contract #2 is approved and the authority is given to the <br />Mayor of the City of South Bend to execute said contract on behalf of the City of South <br />Bend, Indiana, and that the Executive Director of the Department of Redevelopment is <br />hereby given authority to submit said contract of said City to HUD and to act as <br />correspondent in all matters pertaining thereto. <br />s/ Odell Newburn <br />Member of Common Council <br />A public hearing was held on the resolution at this time. Mr. Lawrence Wartha, Administrative <br />Assistant to the Executive Director of the Department of Redevelopment, explained that the resolu- <br />tion was merely approval of the contract between the federal government and the City of South Bend. <br />Council President Nemeth asked why the money was granted, and Mr. Wartha indicated that the north- <br />east code enforcement area could have used more rehabilitation. He mentioned that the Redevelopmen <br />Department was always requesting additional funding for that purpose, and the amount of $57,341 was <br />allocated because the department was able to show that the money was needed. Miss Virginia Guthrie <br />Executive Secretary of the Civic Planning Association, indicated that she did not understand the <br />resolution. Councilman Newburn explained that, when money was requested, the City of South Bend <br />had been informed the funds were not available. At present, funding has been allocated and South <br />Bend had showed the need for the funds. Miss Guthrie asked about a total amount for rehabilitation <br />and Mr. Wartha explained that the Northeast Project totaled $183,342, and with approval of the abov <br />mentioned resolution, additional federal funds would be available in the amount of $57,180 for a <br />total of $240.522. Likewise, the Model Cities Project totaled $145,000, and with approval of the <br />following resolution, additional federal funds would be available in the amount of $52,500 for a <br />total of $197,500. He indicated that the application for the money was submitted several months <br />ago. Councilman Miller asked if the city provided matching funds, and Mr. Wartha indicated that it <br />did and additional credits were available. Councilman Kopczynski asked what the money in Project <br />E -3 would be used for, and Mr. Wartha indicated that the funds would be used in bringing homes in <br />the project area up to code enforcement, with a maximum amount of $3,500 per home. Councilman <br />Kopczynski asked about the number of units to be brought up to code in the E -3 project area. Mr. <br />Wartha indicated that the program originally was to be a three -year project; however, not even half <br />the area would be rehabilitated. Councilman Kopczynski asked if the rehabilitation was done on a <br />spot basis, and Mr. Wartha answered that it was not that concentrated a project and comes on a <br />first -come, first -serve basis. Councilman Newburn indicated that any delay on the projects would <br />inflict a hardship on the people who need their homes rehabilitated. Councilman Kopczynski asked <br />about the homes that could not be demolished, and Councilman Newburn indicated that, hopefully, <br />those people would be able to earn the money to rehabilitate their own homes. <br />Councilman Taylor made a motion that the resolution be adopted, seconded by Councilman Miller.
