REGULAR MEETING <br />NEW BUSINESS (CONTINUED) <br />MAY 30, 1972 <br />M41 <br />Mr. John Parhm, 509 E. Howard Street, said that he was not a resident of the Model Cities area <br />but would like to make a comment about the controversy. He said that, under a democratic form <br />of government, he did not think the MNPA should have voted by secret ballot on the plan tonight. <br />He said that it is difficult for Model Cities residents to know whether their representatives <br />are acting in their best interests if they don't know how they vote on controversial matters. <br />Councilman Newburn said, as a point of clarification, he felt that a secret vote was necessary <br />so that MNPA representatives could express themselves openly without fear of retaliation. He <br />said their rights have been taken away because of threats and fears. Councilman Parent told <br />Mr. Parhm that all the votes of the Common Council are open. Mr. Parhm said that he felt the <br />MNPA vote tonight should have been open. <br />There being no further business, unfinished or new, to come before the Council, Councilman <br />Parent made a motion to adjourn, seconded by Councilman Szymkowiak.
