<br />Be it remembered that the Common Council of the City of South Bend, Indiana reconvened in the
<br />Council Chambers in the County -City Building on Monday, February 28, 1972 at 8:56 p.m.
<br />Council President Peter J. Nemeth presiding.
<br />REPORT OF THE COMMITTEE ON MINUTES
<br />Your committee on the inspection and supervision of minutes would respectfully report that they
<br />have inspected the minutes of the February 14 reguarl meeting of the Council and found them
<br />correct. They, therefore, recommend that the same be approved.

<br />Upon motion made by Councilman Parent, seconded by Councilman Newburn, and carried, the report
<br />was accepted as read and placed on file.
<br />CITIZENS REQUESTS - MISCELLANEOUS MATTERS
<br />Leo Wallisch, 446 LaPorte Avenue, spoke about law and order and thenumber of purse snatchings and
<br />street crimes being committed. He said that he thought parents should be made responsible for the
<br />actions of their children. Councilman Nemeth said that the law does stipulate that parents can
<br />be held responsible for property damage caused by their minor children.
<br />REPORT OF THE COMMITTEE OF THE WHOLE
<br />Councilman Parent made a motion that the reading of the Committee of the Whole report be waived,
<br />seconded by Councilman Miller, and carried.

<br />ORDINANCE NO. 5379 -72
<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WATER
<br />WORKS OF THE CITY OF SOUTH BEND, INDIANA AND GAMON-
<br />CALMET INDUSTRIES, INC., FLORENCE, KENTUCKY FOR THE
<br />PURCHASE OF AN ASSORTMENT OF WATER METERS FOR USE FROM
<br />FEBRUARY 7, 1972 TO FEBRUARY 7, 1973, IN THE AMOUNT
<br />OF $5,886.24.
<br />This Ordinance was given third reading. Councilman Parent moved that the Ordinance be amended
<br />by striking the words "for use" from the fifth line of the title of the Ordinance. The motion
<br />was seconded by Councilman Kopczynski and carried. Councilman Kopczynski made a motion for
<br />passage of the ordinance, as amended, seconded by Councilman Szymkowiak. The Ordinance passed
<br />by a roll call vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor,
<br />Kopczynski, Horvath, Newburn and Nemeth). ) nays.

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WATER
<br />WORKS OF THE CITY OF SOUTH BEND, INDIANA AND HERSEY
<br />PRODUCTS, INC., DEDHAM, MASSACHUSETTS, FOR THE PURCHASE
<br />OF AN ASSORTMENT OF WATER METERS FOR USE FROM FEBRUARY
<br />7, 1972 TO FEBRUARY 7, 1973 IN THE AMOUNT OF $8,180.00.
<br />This ordinance was given third reading. Councilman Parent moved that the ordinance be amended
<br />by striking the words "for use" from the title of the Ordinance. The motion was seconded by
<br />Councilman Kopczynski and carried. Councilman Kopczynski made a motion for passage of the
<br />ordinance, as amended, seconded by Councilman Szymkowiak. The ordinance passed by a roll call
<br />vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath,
<br />Newburn and Nemeth). 0 nays.

<br />MANUFAFTURING COMPANY, MELROSE PARK, ILLINOIS FOR THE
<br />PURCHASE OF AN ASSORTMENT OF WATER METERS FOR USE FROM
<br />FEBRUARY 7, 1972 TO FEBRUARY 7, 1973 IN THE AMOUNT OF
<br />$35,678.00.
<br />This Ordinance was given third reading. Councilman Parent made a motion that the ordinance be
<br />amended by striking the words "for use" from the title of the ordinance. The motion was seconded
<br />by Councilman Szymkowiak and carried. Councilman Kopczynski made a motion for passage of the
<br />ordinance as amended, seconded by Councilman Newburn. The ordinance passed by a roll call vote

<br />PURCHASE OF CHEMICALS FOR USE FROM FEBRUARY 7, 1972 TO
<br />FEBRUARY 7, 1973 IN THE AMOUNT OF $8,136.00.
<br />This ordinance was given third reading. Councilman Parent made a motion that the ordinance be
<br />amended by striking the words "for use" from the title of the ordinance. The motion was
<br />seconded by Councilman Szymkowiak and was carried. Councilman Kopczynski made a motion for
<br />passage of the ordinance as amended. Councilman Newburn seconded the motion. The ordinance
<br />passed by a roll call vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor,
