REGULAR MEETING JANUARY 24, 1972 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED) <br />of the Councilmen were Mr. Louis Rague, Treatment Plant Superintendent, and Mr. Raymond Kugelman <br />and Mr. Frank Stirpe, representing the Worthington Corporation. Points covered in the question- <br />ing were that the work would be guaranteed for one year, that Worthington men would supervise <br />the tearing down of the engine because they could look for signs of trouble during this process, <br />such as cracks, signs of wear and tear, and erosion and that correcting these things as they <br />find them could save additional expense later, and that the Worthington representatives are <br />engineers with many years of experience working with these engines. Councilman Robert Taylor <br />made a motion that the ordinance go to the Council as favorable, seconded by Councilman Walter <br />Szymkowiak. Parent introduced Mrs. Murdock and Mrs. Black and their Girl Scout Troop from <br />the Sunnyside Presbyterian Church who were in the audience. <br />Andrew Toth, 311 South Eddy Street, an architect in South Bend for forty years, presented the <br />members of the Council with a list of Water Quality Standards from the Indiana Stream Pollution <br />Control Board and read an -eight page report on the inherent dangers in the storm sewer construc- <br />tion being done in connection with the South Bend Downtown Renewal program. This system is <br />allowing contaminants and polluted water to enter the St. Joseph River and Lake Michigan. This <br />is a serious problem involving our ecology and also a dangerous health hazard. Mr. Nemeth <br />thanked Mr. Toth on behalf of the Council for his presentation and assured him that this is a <br />common concern of all citizens. He also said that the Council Committee on Sewers and Drains <br />would be in touch with Mr. Toth regarding this problem. <br />Dr. Helen Calvin, 103 South Eddy Street, told the Council that she had contacted the St. Joseph <br />County Health Department in regard to this sewage problem, also. They reported to her that, while <br />their tests did indicate a high bacterial count in the storm run -off water, this was a temporary <br />situation and would be corrected. Dr. Calvin will contact the Board of Health in regard to this <br />problem. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />Council President Nemeth entertained a motion to waive the reading of the Committee of the Whole <br />report, so moved by Councilman Parent, seconded by Councilman Miller. Motion carried. <br />ORDINANCES, THIRD READING <br />ORDINANCE NO. 5376 -72 <br />AN ORDINANCE APPROVING A CONTRACT BETWEEN <br />THE WASTEWATER TREATMENT PLANT OF THE CITY <br />OF SOUTH BEND, INDIANA AND WORTHINGTON <br />CORPORATION OF NORTHBROOK, ILLINOIS, FOR <br />THE REPAIR OF TWO DIESEL ENGINES IN THE <br />AMOUNT OF $15,602.00. <br />This Ordinance was given third reading. Councilman Szymkowiak made a motion for passage of the <br />Ordinance, seconded by Councilman Serge. The Ordinance passed by a roll call vote of nine ayes <br />(Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth) <br />0 nays. <br />1IORDINANCES, FIRST AND SECOND READING <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING <br />ORDINANCE NO. 4990 - CHAPTER 40 OF THE <br />MUNICIPAL CODE (FORMERLY ZONING ORDINANCE <br />NO. 3702). (4001 AND 4015 SOUTH MAIN STREET) <br />This Ordinance was given first reading by title and second reading in full. Councilman Taylor <br />made a motion, seconded by Councilman Szymkowiak, that the Ordinance be set for public hearing <br />on February 14, 1972. Motion carried. <br />
