<br />REGUTA R MEETING JANUARY 10, 1972
<br />Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council
<br />Chambers of the County -City Building on Monday, January 10, 1972 at 8 :05 p.m. with nine members
<br />present. The meeting was called to order by Council President Peter J. Nemeth, who presided.
<br />The invocation was given by Reverend Charles G. Rowlett, Pastor, Pilgrim Baptist Church, 116
<br />North Birdsell Street, South Bend, Indiana.
<br />Council President Nemeth asked Mr. Robert Laven, former President of the South Bend Common
<br />Council to come forward. Mr. Laven was then presented with the gavel which he used to conduct
<br />the Council meetings during his term as President, which is traditional. Mr. Nemeth thanked
<br />Mr. Laven for his service and dedication to the community.
<br />ROLL CALL PRESENT: Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski,
<br />Horvath, Newburn and Nemeth.
<br />ABSENT: None
<br />REPORT OF THE COMMITTEE ON MINUTES
<br />Your committee on the inspection and supervision of minutes would respectfully report that they
<br />have inspected the minutes of the Decemger 27, 1971 regular meeting of the Council and found
<br />them correct. They, therefore, recommend that the same be approved.

<br />Upon motion by Councilman Newburn, seconded by Councilman Szymkowiak, and unanimously passed,
<br />the report was accepted as read and placed on file.

<br />them correct. They, therefore, recommend that the same be approved.

<br />Upon motion by Councilman Szymkowiak, seconded by Councilman Horvath, and unanimously passed, the
<br />report was accepted as read and placed on file.
<br />CITIZENS REQUESTS - MISCELLANEOUS MATTERS
<br />Mr. Leo Wallisch, 446 LaPorte Avenue, spoke on the problem of crime in the streets and the
<br />Support Your Local Police Organization, which he said is deserving of more support.
<br />Mr. Joseph Szalay, 19300 Wedgewood Drive, spoke as a member of the Knights of Columbus and the
<br />Small Business Men's Association, on the problems of crime, drugs, alcohol and pornography in
<br />our community.
<br />Mrs. Fannie Grunwald, 227 S. Frances Street, spoke about the problems caused by employees of
<br />Associates Family Center parking all day on her street. Council President Nemeth referred Mrs.
<br />Grunwald to the City Attorney to see whether violations of the Parking Ordinance are occurring.
<br />Councilman Parent said that he would consult with the City Attorne on this matter. Mrs. Grunwald
<br />also questioned whether Associates had a permit to build a three s�ory building on this site.
<br />Mrs. Ann Wlodarski, 1869 Riverside Drive, spoke as a member of the Fair Tax Association and
<br />pledged that the members of the Association would work with the Council for good government.
<br />Mrs. Frederick Mutzl, 320 Parkovash, also spoke as a member of the Fair Tax Association and read
<br />a letter sent to the St. Joseph County Commissioners in regard to establishing a Community
<br />Correction Center.
<br />Mrs. Lee Swan, 2022 Swygart Street, spoke on the problems being caused by urban renewal, She
<br />said more concentration should be placed on citizens and not on concrete and steel.
<br />Miss Virginia Guthrie, Executive Director of the South Bend Civic Planning Association, intro-
<br />duced Ed Roose, a young man from the cadet program at Washington High School, who is working
<br />with their Association.
<br />Mr. Simon Brazy, 1136 Helmen Drive, questioned the Council about whether the program "The Cop
<br />and the Con" sponsored by the Human. Relations Division of the South Bend Police Department was
<br />being discontinued. Councilman Kopczynski, Chairman of the Police Department Committee, will
<br />look into this matter and have an answer at the next Council meeting.

<br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE
<br />WASTEWATER TREATMENT PLANT OF THE CITY OF
<br />SOUTH BEND, INDIANA, AND WORTHINGTON CORPORATION
<br />OF NORTHBROOK, ILLINOIS, FOR THE REPAIR OF TWO
<br />DIESEL ENGINES IN THE AMOUNT OF $15,602.00
<br />This Ordinance was given first reading by title and second reading in full. Councilman
<br />Kopczynski made a motion, seconded by Councilman Horvath, that the ordinance be set for
<br />public hearing on January 24, 1972. Motion carried.
