<br />BILL NO. 35 -80 A BILL APPROVING THE FORM AND TERMS OF LOAN AGREEMENT, MORTGAGE
<br />AND NOTE, SECURITY AGREEMENT AND FINANCING STATEMENTS, ASSIGNMENT
<br />OF LEASES AND RENTS AND A TRUST INDENTURE AND INDUSTRIAL REVENUE
<br />BONDS, AND AUTHORIZING THE EXECUTION THEREOF AND APPROVING RESOLU-
<br />TION NO. 10 -80 OF THE SOUTH BEND ECONOMIC DEVELOPMENT COMMISSION
<br />PERTAINING TO MARION W. DUNN.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mr. Kenneth Fedder, attorney for the Economic Develop-
<br />ment Commission, made the presentation for the bill. He indicated this $300,000 issue would
<br />be used to finance the acquisition of land and improvements of a commercial building at Jeffer-
<br />son and William streets. He said they would initially employ approximately four new employees.
<br />Council Member Kopczynski made a motion to recommend this bill to the Council favorable, second-
<br />ed by Council Member Dombrowski.. The motion carried.
<br />BILL NO. 36 -80 A BILL AUTHORIZING THE EXECUTION OF A LOAN AGREEMENT AND TRUST
<br />INDENTURE AND BONDS, AND APPROVING THE FORM AND TERMS OF THE LOAN
<br />AGREEMENT AND TRUST INDENTURE AND BOND AND AUTHORIZING THE ISSUANCE
<br />OF ECONOMIC DEVELOPMENT REVENUE BONDS AND APPROVING RESOLUTION NO.
<br />3 -80 OF THE SOUTH BEND ECONOMIC DEVELOPMENT COMMISSION RELATING TO
<br />THE IRELAND /IRONWOOD ASSOCIATES PROJECT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mr. Kenneth Fedder, attorney for the Economic Develop-
<br />ment Commission, made the presentation for the bill. He indicated this $95,000 issue would be
<br />used to finance and construct additional improvements at 2042 E. Ireland Road. He said that
<br />twenty -two additional persons would be employed. Council Member Taylor made a motion to
<br />recommend this bill to the Council favorable, seconded by Council Member Serge. The motion
<br />carried.
<br />BILL NO. 37 -80 A BILL APPROVING THE FORM AND TERMS OF TRUST INDENTURE AND USER
<br />AGREEMENT, REAL ESTATE MORTGAGE AND INDUSTRIAL DEVELOPMENT REVENUE
<br />BONDS, AND AUTHORIZING THE EXECTUION THEREOF AND APPROVING
<br />RESOLUTION NO. 5 -80 OF THE SOUTH BEND ECONOMIC DEVELOPMENT COM-
<br />MISSION RELATING TO THE GREENWOOD REALTY CORPORATION PROJECT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mr. Kenneth Fedder, attorney for the Economic Develop-
<br />ment Commission, made the presentation for the bill. He said this $900,000 bond issue would
<br />be used for construction and improvements. He said this new facility will create approximately
<br />twenty jobs. Council Member. Kopczynski made a motion to recommend this bill to the Council
<br />favorable, seconded by Council Member Dombrowski. The motion carried.

<br />ECREATIONAL VEHICLES AND TRUCKS HAVING
<br />GROSS VEHICLE WEIGHT OR THAT ARE GREATER
<br />HEIGHT OR GREATER THAN SEVEN (7') FEET
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Council President McGann Indicated that this bill had
<br />again been amended. He read the amended version of the bill. He indicated there had been
<br />five public hearings on the bill to date. He indicated this amended bill was a compromise
<br />which representatives of the "Good Sam" organization find both reasonable and acceptable, in
<br />that it would allow; inside parking, outside parking in side or rear yards,, outside parking
<br />in the front yard if space was unavailable in the side or rear yards and inside parking was
<br />not possible, parking during active loading or unloading, parking on a driveway. Council Member
<br />Serge made a motion to accept the amendments, as read, seconded by Council Member Taylor. The
<br />motion carried. Mrs. Teddy Makielski, representative of the Northwest Area Concerned Citizens,
<br />indicated they had a problem in their area with oversized trucks on narrow streets. Mr. Eli
<br />Miller, General Manager of the Chamber of Commerce, indicated the Chamber was not opposed to
<br />the intent of the bill, however, there maybe laws in force already that could handle this
<br />matter. He indicated that the RV industry is important to the economy of this region.
<br />He said this industry was experiencing a severe economic turndown. He said the industry also
<br />is playing a vital role in the organized efforts of our community to promote tourism and trade
<br />shows which means millions of dollars in new money to this community annually. He indicated
<br />he thought that recreational vehicles should be eliminated from the bill at this time. Mr.
<br />John Hunt, Administrative Assistant to the Mayor, indicated that the Administration agreed with
<br />the intent and purpose of this bill, however, they would recommend the Council take additional
<br />time to study the bill. Mr. Don Blackmond, attorney representing the Indiana Manufactured
<br />Housing Association, indicated he did not think there had been enough study made on the impact
<br />of this bill. He said these restrictions may not be needed as this was already covered by
<br />ordinance. Mr. David Miller, Chairman of the Manufacturer's Association, indicated their
<br />association normally did not get involved in local issues, however, they felt this bill should
<br />be studied further to be sure all issues are addressed. Mr. Orville, Richardson, 1639 N. O'Brier
<br />spoke against this bill. Mr. ARthur Clark, 1519 E. Altgeld, spoke against this bill. He in-
<br />dicated that the police do not have time to enforce laws already on the books and we should not
<br />add to their burden. Barbara Dylewski, 1417 E. Monroe, spoke against this bill. Mr. Melvin
<br />Foster, 1106 N. Fremont, a cab driver, said he took a survey of his riders, and among 103 only
<br />two of them favored the bill, 59 opposed it and 23 did not care. Mr. Herbert Beckman, 1522
<br />E. Ewing, indicated this bill was discriminatory. Mr. Richard Kessler, 1403 Oakdale, spoke
<br />against this bill. Mr. Eugene Wyatt, 621 W. Marion, indicated he thought there should be more
<br />penalty than a ticket. Council Member Kopczynski made a motion to recess, seconded by Council
<br />Member Crone. The motion carried and the meeting was recessed at 8:05 p.m., and reconvend at
<br />8:15 p.m.
