rTT- TTTTTT T T'F-F'F;F;r * * *IK MKT T TTTT - SAn•.T ?R' #?�+ *TTT T TTTTTT TT TTTTTTTTT TTTTTTT TTTTTT <br />REGULAR MEETING <br />MARCH 24, 1980 <br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers <br />of the County -City Building on Monday, March 24, 1980, at 7:00 p.m. The meeting was called to <br />order and the Pledge to the Flag was given. <br />ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Beck, McGann, Taylor, <br />Kopczynski, Crone, Dombrowski and Voorde <br />ABSENT: None <br />REPORT FROM THE.SUB- COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your sub - committee on the inspection and supervision of the minutes would respectfully <br />report that it has inspected the minutes of the March 10, 1980, meeting of the Council and <br />found them correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />/s /Lewis A. Crone <br />Council Member Serge made a motion that the minutes of the March 10, 1980, meeting of the <br />Council be accepted and placed on file, seconded by Council Member Dombrowski. The motion <br />carried. <br />REPORTS <br />Council Member Voorde indicated that the Public Works Committee had met and studied the handi- <br />cappted parking bill. He indicated the proposed bill was approved by the committee. <br />Council Member Voorde indicated that the Human Resources and Economic Development Committee, <br />with the assistance of the Administration, had developed an amended version of the tax abate- <br />ment bill. He thanked the Administration for their cooperation in formulating a bill. He <br />made a motion to set Bill No. 19 -80 for public hearing and second reading April 14, 1980, <br />seconded by Council Member Taylor. The motion carried. <br />Council Member Beck indicated the Residential Neighborhood Committee had a meeting regarding the <br />Linden and Clements rezoning. However, T. Brooks Brademas did not receive notice of the meeting, <br />and it will be necessary to hold another meeting. <br />Council Member Kopczynski made a motion to resolve into the Committee of the Whole, seconded by <br />Council Member Taylor. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the <br />Whole on Monday, March 24, 1980, at 7:09 p.m., with nine members present. Chairman Szymkowiak <br />presiding. <br />Council Member Voorde made a motion to change the agenda and hear Bill No. 20 -80 last, seconded <br />by Council Member Dombrowski. The motion carried. <br />BILL NO. 24 -80 A BILL AMENDING CHAPTER 2, ARTICLE 1, SECTION 2 -11 OF THE <br />MUNICIPAL CODE OF THE CITY.OF SOUTH BEND, INDIANA, COMMONLY <br />REFERRED TO AS COMMITTEE OF THE WHOLE COUNCIL: COMPOSITION, <br />PROCEDURE, POWERS AND DUTIES. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opp- rtunity to be heard. Council President McGann made the presentation for the <br />bill. He indicated this bill sets out certain procedures and establishes guidelines for public <br />hearing on all bills, proposed resolutions and petitions. He indicated he would like to get the <br />guideles printed in poster form, so the public could be aware of rules prior to a meeting. <br />Council Member Kopczynski made a motion to recommend this bill to the Council favorable, seconded <br />by Council Member Dombrowski. The motion carried. <br />
