<br />BILL NO. 78 -79
<br />A BILL FIXING THE ANNUAL PAY OF FIREFIGHTERS FOR THE CALENDAR
<br />YEAR 1980.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent:
<br />were given an opportunity to be heard. Council President Roger Parent made the presentation
<br />for the bill. He indicated that a memo of understanding was signed last year with the fire-
<br />fighters and this bill was a result of this agreement. He made a motion to amend the bill from
<br />the title down, he then read the amended version, seconded by Council Member Kopczynski. The
<br />motion carried. Tim Brassel, vice president and chairman of the wage committee, thanked the
<br />negotiating team of the Council. He said.their membership had ratified the agreement. Council
<br />Member Kopczynski made a motion to recommend this bill, as amended, to the Council favorable,
<br />seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 79 -79
<br />A BILL FIXING THE ANNUAL PAY OF POLICEMEN FOR THE CALENDAR YEAR
<br />1980.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Council President Roger Parent made the presentation for
<br />the bill. He thanked Mike Swanson, chairman of the wage committee for his assistance. He made
<br />a motion to amend the original bill from the title down, seconded by Council Member Kopczynski.
<br />He then read the new bill. Mike Swanson, chairman of the wage committee, advised the Council
<br />that the proposed agreement had been rejected by the membership. He said they opposed paragraph
<br />(b) in Section I, which designates the management members of the department. He indicated it
<br />was their opinion that the Council has no jurisdiction to set management structure. Terry
<br />Bensley, president of the F.O.P., asked if the increase in salary was based on the 1979 ordinance
<br />Council President Parent indicated it was. He indicated that the Police Chief, Division Chiefs
<br />and Captains agreed to that designation, as they would prefer to negotiate directly with the
<br />Council rather than through the wage committee. Mrs. Anne Ades, 59606 Locust Road, spoke about
<br />crime in the City. She indicated that she supported a larger increase in salary for the Police
<br />Department. Council Member Taylor made a motion to recommend this bill to the Council favorable,
<br />as amended, seconded by Council Member Kopczynski. The motion carried.
<br />BILL NO. 80 -79 A BILL APPROPRIATING $123,500.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR
<br />THE DESIGN OF THE EAST RACE PROJECT, TO BE ADMINISTERED BY
<br />THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC PARKS.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Peter Mullen, City Controller, made the presentation
<br />for the bill. He indicated this appropriation would be used for engineering costs for the east
<br />race park development. Council Member Szymkowiak made a motion to recommend this bill to the
<br />Council favorable, seconded by Council Member Miller. Council Member Adams indicated she thought
<br />this Revenue Sharing money could be spent on many other things. She asked the Council not to
<br />pass this bill. The motion carried on a roll call vote of five ayes and three nays (Council
<br />Members Kopczynski, Adams and Horvath.)
<br />BILL NO. 81 -79 A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS
<br />AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR
<br />OF 1980.
<br />Council Member Adams made a motion to have public hearing on bills no. 8.2 -79 and 83 -79, seconded
<br />by Council President Parent. The motion carried.
<br />BILL NO. 82 -79 A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS
<br />AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, WITHIN THE
<br />DIVISION OF COMMUNITY DEVELOPMENT FOR THE YEAR FROM JULY 1, 1979
<br />TO JUNE 30, 1980.
<br />BILL NO. 83 -79 A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS
<br />AND EMPLOYEES OF THE BUREAU OF EMPLOYMENT AND TRAINING OF THE
<br />CITY OF SOUTH BEND FOR THE FISCAL YEAR 1980.
<br />This being the time heretofore set for public hearing on the above bills, proponents and opponent,
<br />were given an opportunity to be heard. Mr. Peter Mullen, City Controller, made the presentation
<br />for the bills. He indicated these three bills have been submitted to the Council on the basis
