<br />BILL NO. 45 -79
<br />A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY
<br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND,
<br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (700.37 FEET WEST OF
<br />THE NE CORNER OF IRELAND AND IRONWOOD.)
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Richard Morgan, attorney for the petitioner, made the
<br />presentation for the bill. He indicated this rezoning was for a planned shopping center. He
<br />described the property surrounding the area, which is commercial. Council Member Adams made
<br />a motion to recommend this bill to the Council favorable, seconded by Council Member Kopczynski.
<br />The motion carried.
<br />BILL NO. 49 -79 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY
<br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND,
<br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (NORTHWEST AND SOUTHWEST
<br />CORNERS OF ST. JOSEPH AND CALLANDER.)
<br />Council President Parent made a motion to table this .bill, seconded by Council Member Taylor. Thi
<br />motion carried.
<br />BILL NO. 64 -79 A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK
<br />UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990 -68,
<br />AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE
<br />CITY OF SOUTH BEND.
<br />This being the time heretofore set for public hearing on the above bill, proponents were given
<br />an opportunity to be heard. Mr. John Oxian, vice president of the Historic Preservation Com-
<br />mission, made the presentation for the bill. He indicated this home at 701 E. Pennsylvania,
<br />was both architecturely and historically significant. He said it was one of the oldest homes
<br />in the City of South Bend, it was constructed in 1871. Council Member Dombrowski made a motion
<br />to recommend this bill to the Council favorable, seconded by Council Member Adams. The motion
<br />carried.
<br />BILL NO. 65 -79 A BILL APPROPRIATING $275,690.00 FROM THE CUMULATIVE SEWER
<br />BUILDING AND SINKING FUND TO PROJECT CS -513, CLEVELAND ROAD
<br />TRUNK SEWER, WITHIN THE CUMULATIVE SEWER BUILDING AND SINKING
<br />FUND.
<br />Mr. Patric McMahon, Director of Public Works, asked that this bill be continued until September
<br />10, 1979. Council President Parent made a motion to continue the bill until September 10, 1979,
<br />seconded by Council Member Adams. The motion carried.
<br />BILL NO. 74 -79 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE
<br />EXPENSES OF THE YOUTH SERVICE BUREAU "SHELTER ", A PROGRAM
<br />OPERATED THROUGH THE CITY OF SOUTH BEND, INDIANA, FOR THE
<br />FISCAL YEAR BEGINNING 7 -1 -79 AND ENDING 6- 30 -80, INCLUDING
<br />ALL OUTSTANDING CLAIMS AND OBLIGATIONS AND FIXING A TIME
<br />WHEN THE SAME SHALL TAKE EFFECT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Ms. Mikki Dobski, assistant director of the Youth Ser-
<br />vice Bureau, made the presentation for the bill. She indicated that the Bureau must vacate its
<br />present facility, and F.I.R.E., Inc., graciously agreed to purchase a home at 1322 Lincoln Way
<br />East for the purposes of s shelter care facility. She indicated that the Federal carryover
<br />funds can be used in part for renovation, to bring the house up to licensing standards, and
<br />the remaining funds can be used to purchase appliances and the necessary interior furnishings
<br />necessary. Mr. Glenn Terry, division chief in the police department, indicated he was a member
<br />of F.I.R.E. and they were going to contribute to the Shelter. He urged passage of this bill.
<br />Council President Parent made a motion to recommend this bill to the Council favorable, seconded
<br />by Council Member Taylor.. The motion carried.
<br />BILL NO. 75 -79 A BILL APPROPRIATING $50,000.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT FUND, COMMONLY REFERRED TO AS THE GENERAL REVENUE
<br />SHARING GRANT FOR MOTOR EQUIPMENT TO BE ADMINISTERED BY
<br />THE CITY OF SOUTH BEND THROUGH THE DEPARTMENT OF PUBLIC PARKS.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Peter Mullen, City Controller, made the presentation
<br />for the bill. He indicated that the Park Department's budget was reduced by $66,500, however,
<br />the mayor agreed to the use of Revenue Sharing Funds to restore $50,000 back into the motor
<br />equipment account. Council Member Adams made a motion to recommend this bill to the Council
<br />favorable, seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 76 -79 A BILL APPROPRIATING $3,681,617.00 FROM THE COMMUNITY DEVELOP -
<br />MENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES
<br />OF THE DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH
<br />BEND, INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES, FOR THE
<br />PROGRAM YEAR BEGINNING JULY 5, 1979 AND ENDING JULY 4, 1980,
<br />TO BE ADMINISTERED THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Jon Hunt, Director of Community Development, made
<br />the presentation for the bill. He indicated that the bill should be amended showing the program
<br />year July 7, 1979 to July 6, 1980. He indicated this appropriation would be used to fund twenty -
<br />eight activities as approved by HUD. He gave a brief discription of the projects they were
<br />funding. Council Member Taylor made a motion to amend this bill in the title to start the pro-
<br />gram year at July 7, 1979 and ending July 6, 1980, and in Section I change July 5 to July 7,
<br />seconded by Council Member Kopczynski. The motion carried. Council President Parent commended
<br />the Community Development Department for the fine job they were doing. Council Member Szymkowiak'
<br />made a motion to recommend this bill, as amended, to the Council favorable, seconded by Council
<br />Member Dombrowski. The motion carried.
