<br />This bill had first reading. Council Member Adams made a motion to set this bill for public
<br />hearing and second reading March 12, 1979, seconded by Council Member Dombrowski. The motion

<br />A BILL APPROPRIATING $51,400.00 FROM THE FEDERAL ASSISTANCE GRANT,
<br />COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR THE PURPOSE
<br />OF STREET DEPARTMENT TRUCK REPAIR, TO BE ADMINISTERED BY THE CITY
<br />OF SOUTH BEND THROUGH THE BUREAU OF STREETS.
<br />This bill had first reading. Council Member Adams made a motion to set this bill for public

<br />BILL NO. 31 -79 A BILL AMENDING CHAPTER 21, ARTICLE 2, DIVISION 7, SECTION 21 -18,
<br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE MUNICIPAL CODE OF THE
<br />CITY OF SOUTH BEND (UNION STATION.)
<br />This bill had first reading. Council Member Adams made a motion to refer this bill to Area Plan,
<br />seconded by Council Member Dombrowski. The motion carried.
<br />PRIVILEGE OF THE FLOOR
<br />Mr. Conrad Damian, President of the Southeast PAC, indicated there was a lack of planning for the
<br />Monroe /Sample area. He indicated that the Council by resolution had mandated citizen input into
<br />plans for that area. He presented the Council with a map outlining areas to be preserved for
<br />residential use, commercial and mixed uses. He indicated that the Council should halt the
<br />destruction of the neighborhood. Mr. Rey Hernandez, 702 E. South, spoke against the executive
<br />session held regarding their neighborhood. Mrs. Essie Smith, 845 Clinton, indicated there shoulc
<br />be a plan for the Monroe /Sample area that meets everyone's ideals. Mrs. Watsey Gauldin, 702 S.
<br />Rush, asked the Council to help them save that area. Evelyn Baker, income property owner at 609
<br />S. Rush, indicated that her peroperty might be taken away from her and she needed this for incomE
<br />for retirement. Dortha Newell, 813 S. Rush, indicated her home was almost paid for and she
<br />could not afford to purchase another home. Holly Brown, 215 E. Bronson, indicated that the peop7
<br />of this neighborhood were important. Sylvester Williams, 720 Rush, indicated that the Monroe/
<br />Sample area needed redevelopment, but there was a way to develop an area without harassing the
<br />people. Mrs. Marge Spieker, 511 E. Bronson, indicated that the Southeast Neighborhood was show-
<br />ing great improvement. Glenda Hernandez, 702 E. South, indicated that the term blighted was no
<br />longer applicable to that area because of the sudden interest shown by the private sector. Mrs.
<br />Esther Waldren, 7272 Fellows, read a poem depicting the plight of the Southeast Neighborhood.
<br />Council President Parent asked the Clerk to write a letter to the mayor indicated that many
<br />people had voiced their opinions regarding the handling of the Monroe /Sample area, as well as
<br />their opposition to the executive session. Council Member Kopczynski indicated he had sent a
<br />letter to the Mayor protesting the executive session. Council Member Miller indicated there
<br />would be more meetings regarding this area.
<br />Glenn Terry, Division Chief, indicated that he was updating the status of Maurice Woods. He
<br />said the Pension Board had met and directed he should be put on disability.
<br />Council Member Kopczynski question Chief Terry about a suit the F.O.P. had filed. Chief Terry
<br />indicated the suit involved his interpretation of the phraseology of the police salary ordinance.'
<br />Council.Member Kopczynski indicated he would like to be kept appraised of this suit in writing.
<br />UNFINISHED BUSINESS
<br />REPORTS FROM AREA PLAN - "Upon a motion by June Stratton, being seconded by Rene
<br />Vandewalle and unanimously carried, the petition of
<br />Glenn R. Nunemaker to zone from "A" Residential, "A"
<br />Height and Area, to "B" Residential, "C" Height and Area,
<br />property located at 107 South Greenlawn Avenue, property
<br />bounded by Jefferson Boulevard on the south, Esther Street
<br />on the west and Greenlawn Avenue on the east, City of
<br />South Bend, is returned to the Common Council with an un-
<br />favorable recommendation.."
