REGULAR MEETING FEBRUARY 26, 1979 REGULAR MEETING RECONVENED (CONTINUED) NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The Common Council of the City of South Bend, Indiana, hereby fully supports "South Bend Energy Awareness Days" organized for the week of March 12 -18 by the South Bend Energy Conservation Commission. SECTION II. This Resolution shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. /s /Roger 0. Parent Member of the Common Council A public hearing was held on the resolution at this time. Council Member Serge chaired this portion of the.meeting. Council President Parent indicated this resolution was an attempt to make more people aware of the problems we face now and in the future. Mr. Sidney Wolf, Chairman of the South Bend Energy Commission, inidcated this was the first public function and they expected this to be the start of many good things to come in the future. He explained the different functions that would take place during Energy Week. Council Member Kopczynski indicated he thought the Administration, as well as the Council, should come up with some energy saving ideas for the City. Council Member Taylor made a motion to adopt this resolution, seconded by Council Member Adams. The resolution was adopted by a roll call vote of nine ayes. RESOLUTION NO. 685 -79 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND AUTHORIZING THE MAYOR TO SUBMIT GRANT APPLICATIONS TO THE INDIANA COMMITTEE FOR THE HUMANITIES FOR THE YOUTH SERVICE BUREAU OF THE CITY OF SOUTH BEND, INDIANA. WHEREAS, the Mayor of the City of South Bend is the Chief Executive Officer of the City, and is the Applicant for funding of any grant applications which may be made by the City of South Bend, Indiana. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana that: SECTION I. The Mayor of.the City of South Bend is hereby authorized to submit an applica- tion for funding in the amount of $6,550.00 to the Indiana Committee for the Humanities, for funding of a program focusing on ethnic and neighborhood awareness to be oeprated by the Youth Service Bureau in conjunction with its summer fun program. SECTION II. The Executive Director of the Youth Service Bureau shall be designated the Administrative Agent for this grant. For every category established under this Resolution, the Mayor shall submit to the Common Council a line item budget prior to the expenditures of any grant money received upon approval of this application. SECTION III. This resolution shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. /s /Mary Christine Adams Member of the Common Council A public hearing was held on the resolution at this time. Mr. Pat Flemming, Director of Recreatic for the Youth Service Bureau, indicated they were requesting this grant of $6,500, in order to complement the rich tradition of the Summer Fun Program with a focus on neighborhood and ethnic awareness. He said the Summer Fun Program will be involved in various humanities activities including oral and written histories, creative writing, dramatic presentations and community forums. Council Member Adams made a motion to adopt this resolution, seconded by Council Member Serge. The resolution was adopted by a roll call vote of nine ayes. RESOLUTION NO. 686 -79 A RESOLUTION TO FILE AN APPLICATION TO THE INSTITUTE OF MUSEUMS SERVICES. WHEREAS, the City of Knuth Bend, Indiana, Department of Public Parks is desirous in up- grading information on the many species at Potawatomi Zoo by the way of improved graphics, either by sign or an audio system, and WHEREAS, funds are needed for such a project. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, that permission is hereby given to the Department of Public Parks to submit an application to the Institute of Museums Services for funds to improve the graphics program at Potawatomi Zoo. This resolution shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. /s /Mary Christine Adams Member of the Common Council A public hearing was held on the resolution at this time. Mr. James Seitz, Superintendent of Public Parks, indicated that this grant request of $14,421.83, would be used to hire a person, purchase equipment and supplies to establish a program of graphics (transfer information) either by sign or audio for the many animal species at the zoo. Council Member Kopczynski made a motion to adopt this resolution, seconded by Council Member Dombrowski. The resolution was adopted by a roll call vote of nine ayes.
