<br />COMMITTEE OF THE WHOLE MEETING (CONTINUED
<br />BILL NO. 175 -78
<br />A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY
<br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND,
<br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (2100 EWING TO 2300 PRAIRIE.)
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent!
<br />were given an_ opportunity to be heard. Mr. Doug Carpenter, a representative of the optioneer,
<br />made the presentation for the bill. He indicated they were requesting a zoning to light industr_
<br />in order to build a facility that will sell and lease trailers. He indicated this facility
<br />would bring new jobs into the community. He said the site was not acceptable for residential
<br />development. Mrs. Joseph Chapo, 2910 Locust, indicated that the Rum Village Association felt
<br />this rezoning would be an encroachment on the residential area. Scott Bourdon, 2731 Locust
<br />spoke against this rezoning. Mr. Art Gordon, 1820 S. Williams, spoke against this rezoning.
<br />Mrs. Jane Swan, 2022 Swygart, spoke against this rezoning. She indicated this property could
<br />be used for something other than a truck terminal. Mr. James Cronk, 702 E. LaSalle, the
<br />optioneer, indicated that this proposed terminal would bring new jobs into the community. He
<br />indicated there would be no access from this property on to Locust Road. Ms. Nancy Weis,
<br />1618 W. Ewing, spoke against this rezoning. She indicated there would be a danger to the
<br />children in the area. Mr. Irving Finkler, of Quality Stone Center, spoke against this rezoning.
<br />Council Member Kopczynski indicated that this intersection was very dangerious and many improve-
<br />ments were needed. He made a motion to recommend this bill to the Council unfavorable, seconded'
<br />by Council Member Dombrowski. Council President Parent indicated the Council wanted business
<br />to move into the City, however, good quality of life was important for the neighborhoods. The
<br />motion carried.
<br />BILL NO. 206 -78 A BILL APPROPRIATING $19,800 FROM THE EQUAL EMPLOYMENT
<br />OPPORTUNITY FUND TO BE ADMINISTERED BY THE CITY OF SOUTH
<br />BEND THROUGH ITS HUMAN RIGHTS COMMISSION AND DEPARTMENT
<br />OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Ms. Virginia Chism, Executive Director of Human Rights,
<br />made the presentation for the bill. She indicated that the Commission was awarded an Improve-
<br />ment Contract for Rapid Charge Processing totaling $19,800. She indicated they proposed to
<br />implement rapid processing of charges through the upgrading of the present EEOC Monitor. Counci
<br />Member Adams made a motion to recommend this bill to the Council favorable, seconded by Council
<br />Member Dombrowski. The motion carried.
<br />BILL NO. 207 -78 A BILL APPROPRIATING $20,000 FROM THE COMMUNITY DEVELOPMENT
<br />BLOCK GRANT FUND, FOR EMERGENCY REPAIR HOUSING SERVICES TO
<br />BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS
<br />DIVISION OF COMMUNITY DEVELOPMENT AND THE URBAN LEAGUE OF
<br />SOUTH BEND AND ST. JOSEPH COUNTY.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development,
<br />made the presentation for the bill. He said this appropriation would be used by the Urban
<br />League for emergency repair housing service. He said that an emergency repair housing service
<br />would highly compliment the existing CEBG housing service. Council Member Adams made a motion
<br />to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The
<br />motion carried.
<br />BILL NO. 208 -78 A BILL.AMENDING ORDINANCE NO. 6480 -78, BY THE INCLUSION OF
<br />THE POLICY PERTAINING TO THE RATE OF REIMBURSEMENT, TO
<br />EMPLOYEES WHO USE THEIR PRIVATE VEHICLES IN PERFORMING:
<br />JOB DUTIES FOR THE CITY OF SOUTH BEND, INDIANA, IN CHAPTER
<br />2, ARTICLE 8, SECTION 2 -121 OF THE MUNICIPAL CODE OF THE
<br />CITY OF SOUTH BEND.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Council MemberAdams made the presentation for the bill.
<br />She indicated this bill would correct the Section reference included in the recently.passed
<br />ordinance. She said that the bill drafted by the Administration was incorrect in that it
<br />referred to Section 2 -47 which was the section prior to the codification of the Municipal Code.
<br />Council Member Adams made a motion to recommend this bill to the Council favorable, seconded
<br />by Council Member Dombrowski. The motion carried.
<br />There being no further business to come before the Committee of the Whole, Council Member Miller
<br />made a motion to rise and report to the Council, seconded by Council Member Taylor. The motion
<br />carried.

<br />Be it remembered that the regular meeting of the Common Council of the City of South Bend re-
<br />convened in the Council Chambers on the fourth floor of the County -City Building at 7:35 p.m.,
<br />Council President Parent presiding and nine members present.

<br />ORDINANCE NO. 6494 -78 AN ORDINANCE APPROVING THE FORM AND TERMS OF LEASE, MORTGAGE.
<br />AND TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS,
<br />AND AUTHORIZING THE EXECUTION THEREOF PERTAINING TO FULG
<br />COMPANY, AN INDIANA LIMITED PARTNERSHIP.
<br />This bill had second reading. Council Member Adams made a motion to pass this bill, seconded
<br />by Council Member Dombrowski. The bill passed by a roll call vote of nine ayes.
