REGULAR MEETING AUGUST 28, 1978 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED <br />BILL NO. 147 -78 <br />A BILL APPROPRIATING $20,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND, FOR VARIOUS PUBLIC PARK PROJECTS TO BE AD- <br />MINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF <br />COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC PARKS. <br />This being the time heretofore set for public hearin gon the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. Jon Hunt, Deputy Director of Community Development <br />made the presentation for the bill. He indicated this appropriation would be used for general <br />improvements at Coquiliard Park. He indicated that priorities for final park improvements will <br />be established between the Park Department and the neighborhood organization and reisdents. <br />Council President Parent made a motion to recommend this bill to the Council favorable, seconded <br />by Council Member Dombrowski. The motion carried. <br />BILL NO. 148 -78 <br />A BILL APPROPRIATING $7,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND, FOR THE REHABILITATION OF THE SOUTHEAST <br />NEIGHBORHOOD CENTER, TO BE ADMINISTERED BY THE DIVISION OF <br />COMMUNITY DEVELOPMENT AND BUREAU OF HOUSING. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, <br />made the presentation for the bill. He indicated this was a supplemental appropriation of <br />$7,000 to complete necessary rehabilitation of the Center. He indicated this money was necessary <br />to bring the building up -to -code. Council Member Taylor made a motion to recommend this bill <br />to the Council favorable, seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 149 -78 <br />A BILL APPROPRIATING $8,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND, FOR HOUSING REPAIR MATERIALS TO BE ADMINISTERED <br />BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY <br />DEVELOPMENT AND THE REAL SERVICES AGENCY. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Ms. Pat Osmon, of Community Development, made the pre- <br />sentation for the bill. She indicated this money would be used to purchase housing repair <br />materials, by REAL Services. She indicated REAL conducts a Title XX Housing Service Program <br />which provides home repairs to older adults. Council Member Adams made a motion to recommend <br />this bill to the Council favorable, seconded by Council Member Serge. The motion carried. <br />BILL NO. 150 -78 A BILL APPRPRIATING $50,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND, FOR NON - PROFIT GROUP REHABILITATION OF SUB - <br />STANDARD HOUSING UNITS, TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND THROUGH ITS DIVISION-OF COMMUNITY DEVELOPMENT AND <br />THE BUREAU OF HOUSING. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. Jon Hunt, Deputy Director of Community Development, <br />made the presentation for the bill. He indicated this appropriation was for the continuation <br />of the Non - profit Group Rehabilitation Grant Program. He indicated they would make available <br />grants to groups that request CD monies for this purpose. Council Member Miller made a motion <br />to eliminate the first four lines of the Statement of Purpose and Intent, seconded by Council <br />Member Taylor. Council Members Parent and Adams indicated they were opposed to this motion. <br />the motion failed. Council Member Adams made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Parent. The motion carried. <br />BILL NO. 151 -78 <br />A BILL APPROPRIATING $50,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND, FOR PROJECT REHABILITATION GRANTS, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION <br />OF COMMUNITY DEVELOPMENT AND RENEW, INC. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent: <br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, <br />made the presentation for the bill. He indicated that during the past three CD Program Years, <br />Renew, Inc., has utilized CD Non - profit Group Rehab Grant money to assist them in rehabing ap- <br />proximately twenty -five homes for low - income families. He indicated that since Renew clients <br />repay money on extended terms, the agency is in need of financial assistance to continue its <br />activities. Council Member Serge made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Adams. The motion carried. <br />Council President Parent made a motion to suspend the rules to have public hearing on Bill Nos. <br />154 -78, 155 -78,' 157 -78 and 158 -78, at this time, seconded by Counci !Member Taylor. The motion <br />carried on a roll call vote of nine ayes. <br />BILL NO. 154 -78 <br />A BILL APPROPRIATING $15,890.00 OF STATE YOUTH SERVICES <br />BUREAU GRANT MONIES FROM THE CITY OF SOUTH BEND CRIME <br />CONTROL FUND FOR VARIOUS YOUTH SERVICE BUREAU ACTIVITIES <br />DURING THE PERIOD JULY 1, 1978 THROUGH JUNE 30, 1979. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent: <br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, made <br />the presentation for the bill. He indicated this appropriation covers administrative costs not <br />completely covered by the 1978 Revenue Sharing request. Council Member Adams made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Kopczynski. The motion <br />carried. <br />
