<br />COMMITTEE OF THE WHOLE MEETING (CONTINUED)
<br />BILL NO. 93 -78 A BILL APPRPRIATING $20,000.00 FROM THE COMMUNITY
<br />DEVELOPMENT BLOCK GRANT FUND, FOR THE REHABILITATION
<br />OF THE SOUTHEAST NEIGHBORHOOD CENTER, TO BE ADMINISTERED
<br />BY THE DIVISION OF COMMUNITY DEVELOPMENT AND BUREAU OF
<br />HOUSING.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, made
<br />the presentation for the bill. He indicated that ACTION, Inc., had proposed the abandonment
<br />of the Southeast Neighborhood Center, and that decision served to catalyze neighborhood forces
<br />who in conjunction with United Way, Community Development and other agencies, worked diligently
<br />to significantly increase the quantity and quality of neighborhood center services. He said
<br />in light of these changes, the Administration now believes this center is both stable and viable.
<br />Mr. Conrad Damian, Chairman of the Southeast Side Center Committee, spoke in favor of this bill.
<br />He gave a list of agencies that were helping with the Center and described the many services
<br />that- were helping with the Center and described the many services they were offering. Mrs.
<br />Stephany Dunfee, 2702 Miami, representative from the United Way, spoke in favor of this bill.
<br />Ms. Marzy Bauer, Executive Director of ACTION, spoke in favor of this bill. She indicated this
<br />appropriation would be used to bring the building up to code. Council Member Adams made a
<br />motion to recommend this bill to the Council favorable, seconded by Council Member Taylor. The
<br />motion carried.
<br />BILL NO. 94 -78 A BILL APPROPRIATING $2,899.50 FROM THE DISCOVERY HALL
<br />FUND OF THE CITY OF SOUTH BEND, INDIANA, FOR VARIOUS
<br />CONSULTING SERVICES TO BE ADMINISTERED BY THE DEPARTMENT
<br />OF ADMINISTRATION AND FINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Michael Vance, Deputy City Controller, made the
<br />presentation for the bill. He said this was the second installment received from the National
<br />Endowment for the Humanities. He said these funds are being used for consultant expenses to do
<br />research. Council Member Szymkowiak made a motion to recommend this bill to the Council favorabl(
<br />seconded by Council Member Adams. The motion carried.
<br />BILL NO. 95 -78
<br />A BILL APPROPRIATING $136,500.00 FROM THE FEDERAL
<br />ASSISTANCE GRANT, COMMONLY REFERRED TO AS GENERAL
<br />REVENUE SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS
<br />TO BE ADMINISTERED BY THE CITY OF'SOUTH BEND THROUGH
<br />ITS DEPARTMENT OF PUBLIC WORKS.
<br />Mr. Michael Vance, Deputy City Controller, indicated that there had been an advertising problem
<br />with this bill, but that State Board had reversed their decision on this and they would like
<br />the Council to strike this bill. Council Member Taylor made a motion to strike this bill, seco
<br />by Council Member Dombrowski. The motion carried.
<br />There being no further business to come before the Committee of the Whole, Council Member Adams
<br />made a motion to rise and report to the Council, seconded by Council Member Taylor. The motion
<br />carried.

<br />TRUST INDENTURE AND INDUSTRIAL.DEVELOPMENT REVENUE BONDS,
<br />AND AUTHORIZING THE EXECUTION THEREOF PERTAINING TO HAROLD
<br />MEDOW, GENEVIEVE MEDOW, RONN MEDOW, THEODORA MEDOW, ROBERT
<br />MEDOW, AND ROCHELLE MEDOW.
<br />This bill had second reading. Council Member Taylor made a motion to pass this bill, seconded
<br />by Council Member Horvath. The bill passed by a roll call vote of eight ayes.

<br />AN ORDINANCE APPROVING THE FORM AND TERMS OF LEASE AND
<br />TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS,
<br />AND AUTHORIZING THE EXECUTION THEREOF PERTAINING TO THE
<br />HOOSIER SPRING CO., INC. PROJECT.
<br />This bill had second reading. Council Member Taylor made a motion to pass this bill, seconded
<br />by Council Member Adams. The bill passed by a roll call vote of eight ayes.

<br />AN ORDINANCE APPROPRIATING $5,000.00 FROM THE FEDERAL
<br />ASSISTANCE GRANT, COMMONLY KNOWN AS GENERAL REVENUE
<br />SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS TO BE AD-
<br />MINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPART-
<br />MENT OF PUBLIC WORKS.
<br />Council Member Adams made a motion to continue public hearing and second reading on this bill to
<br />July 10, 1978, seconded by Council Member Dombrowski. The motion carried.
