REGULAR MEETING JUNE 29, 1978
<br />SPECIAL BUSINESS
<br />Council President Parent thanked Mr. C. M. MacMillan for the work he did with the City Council
<br />in negotiating the salary /benefit wage package for the police and firefighters. In appreciation
<br />he presented Mr. MacMillan with a check for $1,000. Mr. MacMillan indicated he did not take
<br />this assignment with any expectations of being paid. He indicated he enjoyed working with the
<br />Council and thanked them.
<br />Council Member Taylor made a motion to appoint the following to the South Bend Energy Commission:
<br />Joan Weber, Sidney Wolf, Gail Dowty, Morris Eggleston, Frank Yeandel, Charles Early, Randall
<br />Chrobot, Sharon Donlon, Carl Liebowitz, seconded by Council Member Miller. The motion carried.
<br />Council Member Adams made a motion to appoint Andrew Brown to the A.C.T.I.O.N. Board of
<br />Directors, seconded by Council Member Horvath. The motion carried.
<br />Council Member Taylor made a motion to reappoint Steve Lobdell to the Transpo Board of Directors
<br />seconded by Council Member Adams. The motion carried.
<br />Council Member Dombrowski made a motion to resolve into the Committee of the Whole, seconded by
<br />Council Member Taylor. The motion carried.
<br />COMMITTEE OF THE WHOLE
<br />Be it remembered that the Common Council of the City of Soth Bend met in the Committee of the
<br />Whole on Thursday, June 29, 1978, at 7:12 p.m., with eight members present. Chairman Frank
<br />Horvath presiding.
<br />BILL NO. 90 -78
<br />A BILL APPROVING THE FORM AND TERMS OF LEASE AND TRUST INDENTURE
<br />AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE
<br />EXECUTION THEREOF PERTAINING TO HAROLD MEDOW, GENEVIEVE MEDOW,
<br />RONN MEDOW, THEODORA MEDOW, ROBERT MEDOW AND ROCHELLE MEDOW.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mr. Kenneth Fedder, attorney for the Economic Devleopmen
<br />Commission made th qDresentation for the bill. He indicated that this bond issue of $200,000
<br />was to construct and equip a facility to be located at 223 -227 North Lafayette Blvd., which will
<br />be used as a car dealership. Council Member Adams made a motion to recommend this bill to the
<br />Council favorable, seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 91 -78
<br />A BILL APPROVING THE FORM AND TERMS OF LEASE AND TRUST INDENTURE
<br />AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE
<br />EXECUTION THEREOF PERTAINING TO THE HOOSIER SPRING CO., INC.,
<br />PROJECT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mr. Kenneth Fedder, attorney for the Economic Developmen
<br />Commission, made the presentation for the bill. He indicated this bond issue would be used to
<br />construct and equip a facility on property located at Burnett Industrial Park. He said there
<br />would be approximately five new jobs created. Council Member Szymkowiak made a motion to recom-
<br />mend this bill to the Council favorable, seconded by Council Member Dombrowski. The motion car-
<br />ried.
<br />BILL NO. 83 -78
<br />A BILL APPROPRIATING $5,000.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT, COMMONLY KNOWN AS GENERAL REVENUE SHARING, FOR
<br />VARIOUS PUBLIC WORKS PROGRAMS TO BE ADMINISTERED BY THE
<br />CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC WORKS.
<br />Council Member Adams made a motion to continue public hearing and second reading on this bill
<br />until July 10, 1978, seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 84 -78
<br />A BILL FIXING THE ANNUAL PAY OF FIREFIGHTERS FOR THE
<br />CALENDAR YEAR 1979.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Council President Parent gave a brief description of the
<br />wage /benefits the firefighters would receive in 1979 and 1980. He made a motion to amend Section
<br />I by deleting and classification shall be as follows, and inserting classification, and service
<br />years shall be as follows:, Section I delete $5.00 per hour and insert time and one -half, seconde
<br />by Council Member Adams. The motion carried. Mr. Tim Brassell, chairman of the wage committee
<br />for the firefighters thanked Councilmen Parent and Taylor for the outstanding job of presenting
<br />the proposal" to the wage committee. Council Member Adams made a motion to recommend this bill
<br />to the Council favorable, as.amended, seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 88 -78
<br />A BILL AMENDING CHAPTER 20, ARTICLE 3, COMMONLY KNOWN
<br />AS THE ABANDONED VEHICLE ORDINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Councilman Richard Dombrowski made the presentation for
<br />the bill. He indicated this amendment would strengthen the City's authority to dispose of
<br />abandoned vehicles left on private property in residential areas. Mrs. Jane Swan, 2022 Swygart,
<br />indicated that she could not see where the age of the car made any difference and she thought
<br />the five years should be removed. Mr. Thomas Brunner, City Attorney, indicated that the same
<br />language was used in this bill as the State statute. He indicated that the Legal Department
<br />would prefer this remain the the bill. Council Member Szymkowiak made a motion to recommend
<br />this bill to the Council favorable, seconded by Council Member Adams. Council Member Serge asked
<br />if this was going to be enforced. Mr. Brunner indicated that enforcement was up to the environ-
<br />mental protection officer in the district. The motion carried.
