<br />COMMITTEE OF THE WHOLE MEETING (CONTINUED)
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, made
<br />the presentation for the bill. He said the $20,000 appropriation request is based on the inspec-
<br />tion and cost estimate completed earlier this.year, and represents an approximate cost of re-
<br />habilitation in order to bring thisstructure up to minimum code. He said Action Centers are integ
<br />parts of their respective neighborhoods and provide the community with much needed information an
<br />services. He said this building was declared an Historic Landmark by the Historic Preservation
<br />Commission. Ms. Marzy Bauer, acting Director of Action, Inc., indicated that they operated four
<br />such centers in St. Joseph County. She said Action provides numerous services to the residents
<br />of the Northeast Neighborhood. She said the Center at 803 N. Notre Dame has been a focal point
<br />for the community. She strongly urged the Council to pass this appropriation. Council Member
<br />Adams made a motion to recommend this bill to the Council favorable, seconded by Council Member
<br />Dombrowski. Council Member Miller questioned Ms. Bauer regarding the move of the Southeast
<br />Neighborhood Center. She indicated that the building on South Michigan Street was in better cond
<br />tion and was larger, therefore, able to accomodate all activities. She indicated that for econom
<br />reasons they were contemplating.this move. Council Member Serge asked if any consideration had
<br />been given to making the fire station at Portgage and Lindsey a neighborhood center. Mr. Ellison
<br />indicated that station was given Historic Landmark status, and they would be happy to consider
<br />this in the future. Council Member Horvath indicated he would like to have Mr. Ellison discuss
<br />the move of the Southeast Neighborhood Center with the Council, prior to any bill being submitted

<br />BILL NO. 103 -77 A BILL APPROPRIATING $25,000.00 FROM THE COMMUNITY DEVELOPMENT
<br />BLOCK GRANT FUND, FOR VARIOUS PUBLIC PARK PROJECTS TO BE AD-
<br />MINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF
<br />HUMAN RESOURCES AND ECONOMIC DEVELOPMENT /DIVISION OF COMMUNITY
<br />DEVELOPMENT AND THE DEPARTMENT OF PUBLIC PARKS.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. James Seitz, Superintendent of Public Parks, made the
<br />presentation for the bill. He said Pulaski Park is bounded by railroad tracks on the north and
<br />south, which is an attractive hazard for small children using the park. He said the park has be-
<br />come extremely popular for the residents of the neighborhood and many small children visit the
<br />park everyday. He said hopefully the fenced -in park will reduce the vandalism that has been oc-
<br />curring at the park. He said the fence request was submitted to the Park Board by the Mexican
<br />American Council, and the Programa Juvenil del Barrio (a neighborhood youth organization). He
<br />asked that the bill be amended to read $15,000, for fencing of the park and other park improvemen
<br />Council Member Dombrowski made a motion to amend the bill, seconded by Council Member Adams. The
<br />motion carried. Council Member Dombrowski indicated that on Arnold Street there is a steep bank
<br />and to the west there is a very nice old stone fence, therefore a fence was not needed in those
<br />areas. He said the balance of the appropriation could be used to buy equipment for the park.
<br />Council Member Serge made a motion to recommend this bill, as amended, to the Council, seconded
<br />by Council Member Dombrowski. The motion carried.
<br />BILL NO. 104 -77
<br />A'BILL APPROPRIATING $7,500.00 FROM THE COMMUNITY DEVELOPMENT
<br />BLOCK GRANT FUND, FOR THE PURCHASE AND INSTALLATION OF FIRE
<br />PROTECTION DEVICES FOR TIPPECANOE PLACE, TO BE ADMINISTERED
<br />BY THE DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT/
<br />DIVISION OF COMMUNITY DEVELOPMENT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, made
<br />the presentation for the bill. He said the protection system would consist of emergency lights
<br />and exit signs as required by the Fire Marshall. He said in addition, a smoke and ionization
<br />detector and fire alarm system would be installed. He said this installation will protect a
<br />nationally recognized historic structure. Council Member Adams asked that before anything is
<br />decided that the Fire Department have some imput as to the appropriateness of what is being in-
<br />stalled. Mr. Ellison indicated they would work with the Fire Department. Council Member Horvath
<br />asked if sprinklers were being installed. Mrs. Sonia Cramer, Southhold Board Member, indicated
<br />this was for smoke detectors, exit lights, etc. She said this will bring the building up -to -code.
<br />She said sprinklers would not be installed. Council Member Dombrowski commended the people who
<br />worked in Southhold. He said they were doing a tremendous job.
<br />BILL NO. 107 -77
<br />A BILL APPROPRIATING $1,850 FROM THE FEDERAL ASSISTANCE GRANT
<br />FUND, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING GRANT,
<br />FOR VARIOUS ADMINISTRATIVE PROGRAMS TO BE ADMINISTERED BY THE
<br />CITY OF SOUTH BEND, THROUGH ITS DEPARTMENT OF ADMINISTRATION
<br />AND FINANCE.
<br />Council Member Miller made a motion to strike this bill, seconded by Council Member Dombrowski.
<br />The motion carried.
<br />There being no further business to come before the Committee of the Whole, Council Member Adams
<br />made a motion to rise and report to the Council, seconded by Council Member Dombrowski. The
<br />motion carried.
