<br />BILL NO. 80 -77
<br />A BILL APPROVING A CONTRACT BETWEEN THE BUREAU OF WATER OF THE
<br />CITY OF SOUTH BEND, INDIANA, AND CLOW CORPORATION OF SOUTH BEND,
<br />INDIANA, FOR THE PURCHASE OF ONE 16" BUTTERFLY VALVE IN THE TOTAL
<br />AMOUNT OF $3,960.60.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Bill Dillon, engineer for the Water Works, made the
<br />presentation for the bill. He said this valve would allow semi- automatic control of water intake
<br />from the Edison Station to the North Reservoir. Council Member Szymkowiak made a motion that
<br />this bill be recommended to the Council favorable, seconded by Council Member Adams. The motion
<br />carried.
<br />BILL NO. 81 -77 A BILL APPROPRIATING $281,191.00 FROM THE COMMUNITY DEVELOPMENT
<br />BLOCK GRANT FUND FOR COMMUNITY DEVELOPMENT ADMINISTRATION COSTS
<br />TO BE ADMINISTERED THROUGH ITS DEPARTMENT OF HUMAN RESOURCES/
<br />DIVISION OF COMMUNITY DEVELOPMENT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Carl Ellison, Community Development Director, made th
<br />presentation for the bill. He said as part of Community Development's commitment to improve the
<br />"quality of life" in the City, the City through its Department of Human Resources and Economic
<br />Development has applied for and received the approval of the United States Department of Housing
<br />and Urban Development to expend $3,745,139 in the execution of certain public works, park improve
<br />ments, housing, and public service projects activities. He said in order to provide for efficien
<br />and effective utilitization of the CDBG funds, through planning, program development, and managem
<br />additional funds are required by the Division of Community Development. Council Member Adams mad
<br />a motion to eliminate the position of chief planner, and change the amounts for postage to $1,500
<br />travel to $2,700, telephone to $6,200, printing and publication to $2,800, office supplies to
<br />$,2500, subscriptions to $2,800, and furniture and fixtures to $1,500, seconded by Council Presid
<br />Parent. The motion carried, with Council Member Miller opposing. Mr. Ellison asked that an amen
<br />ment be made to add a line item for gasoline and vehicle insurance in the amount of $2,000. Coun
<br />Member Adams made the motion, seconded by Council Member Dombrowski. The motion carried. Counci
<br />Member Adams made a motion that the attached letter, with the line items, be made a part of the
<br />ordinance, and she recommend this bill go to Council favorable, seconded by Council President Par

<br />BILL NO. 82 -77
<br />A BILL APPROPRIATING $290,000.00 FROM THE COMMUNITY DEVELOPMENT
<br />BLOCK GRANT FUND, FOR HOUSING PROGRAM ADMINISTRATION TO BE AD-
<br />MINISTERED BY THE CITY OF SOUTH BEND ,THROUGH ITS DEPARTMENT OF
<br />HUMAN RESOURCES /DIVISION OF COMMUNITY DEVELOPMENT FOR THE BUILD-
<br />ING DEPARTMENT /BUREAU OF HOUSING.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, made
<br />the presentation for the bill. He said the $290,000 appropriation request will be used for the
<br />personnel and non - personnel costs related to the administration of those programs under the Burea
<br />of Housing. Council Member.Szymkowiak made a motion to recommend this bill to the Council favora
<br />seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 83 -77 A BILL APPROPRIATING $450,000.00 FROM THE COMMUNITY DEVELOPMENT
<br />BLOCK GRANT FUND, FOR PROJECT REHABILITATION GRANTS, TO BE AD-
<br />MINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF
<br />HUMAN RESOURCES /DIVISION OF COMMUNITY DEVELOPMENT AND THE BUILD -
<br />ING DEPARTMENT /BUREAU OF HOUSING.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Carl Ellison,Director of Community Development, made
<br />the presentation for the bill. He said this appropriation request would be used for the continua
<br />of the Community Development Project Rehabilitation Program in those target areas approved for th
<br />1977 program year. Council Member Serge made a motion to recommend this bill to the Council, fav
<br />orable, seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 84 -77
<br />A BILL APPROPRIATING $50,- 000.00 FROM THE COMMUNITY DEVELOPMENT
<br />BLOCK GRANT FUND, FOR THE ACQUISITION OF RESIDENTIAL PROPERTY
<br />FOR ,A LOCAL HOMESTEADING PROGRAM, TO BE ADMINISTERED BY THE
<br />CITY OF SOUTH. BEND THROUGH ITS DEPARTMENT OF HUMAN RESOURCES/
<br />DIVISION OF COMMUNITY DEVELOPMENT AND THE BUILDING DEPARTMENT/
<br />BUREAU OF HOUSING.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Jon Hunt, Deputy Director of Community Development,
<br />made the presentation for the bill. He said this appropriation would be used for the expansion
<br />of the City's present Federal Homestead Program. He said they intended to establish a City Home-
<br />stead Program through which properties will be made available to eligible applicants. He said
<br />only properties deemed feasible for rehabilitation will be offered. Council Member Miller asked
<br />what criteria would be used to judge whether or not to buy the house. Mr. Hunt indicated the
<br />first step would be to develop a list of possible units in the area, and the second would be to
<br />have an inspector determine the cost of rehabilitation. Council Member Miller asked what the top
<br />amount would be they would pay for these homes. Mr. Keith Crighton, Director of the Bureau of
<br />Housing, indicated he would anticipate $2,000 to $2,500 for a structure. Council Member Serge
<br />asked if this would be run the same as the Federal Program. Mr. Crighton indicated it would be
<br />similar. Council Member Adams made a motion to recommend this bill to the Council favorable,
<br />seconded by Council Member Dombrowski. The motion carried.
