REGULAR MEETING JULY 11, 1977 Be it remembered that the Common Council of the City of South Bend met in the Council Chambers of the County -City Building on Monday, July 11, 1977, at 5:OO p.m. Council President Roger O. Parent presiding. The meeting was called to order, and the Pledge to the Flag was given. ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski and Parent ABSENT: Council Member Horvath REPORT FROM THE SUB - COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your sub - committee on the inspection and supervision of the minutes would respectfully re port that it has inspected the minutes of the June 27, 1977 meeting of the Council and found th correct. The sub - committee, therefore, recommends that the same be approved. /s/ Roger 0. Parent /s/ Mary Chris Adams Council Member Serge made a motion that the minutes of the June 27, 1977, meeting of the Council be placed on file, seconded by Council Member Dombrowski. The motion carried. REPORTS Council Member Kopczynski, chairman of the Human Resources Committee gave the following report on Bill No. 74 -77 - Restricted Refuse Collectors Licenses: He said that the committee recommend that the restricted license remain in effect to enable removal of materials that cannot be handl in packer type containers. Council Member Adams made a motion to resolve into the Committee of the Whole, seconded by Counci Member Dombrowski. The motion carried. COMMITTEE OF THE WHOLE Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole on Monday, July 11, 1977, at 5 :05 p.m., with eight members present. Chairman pro tem Kopczynski presiding. BILL NO. 78 -77 A BILL APPROVING THE FORM AND TERMS OF LEASE, MORTGAGE, AND TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE EXECUTION THEREOF PERTAINING TO FRANK E. SUVERKRUP BUILDING IN THE SOUTH BEND INDUSTRIAL PARK. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Mr. Kenneth Fodder, attorney for the Economic Development Commission, made the presentation for the bill. He said the Commission passed a resolution ap- proving this type of financing. He said this was a new business moving into the area and it woul� be a janitorial service. He asked that the following amendments be made to the lease agreement on page 4 add 15 years and 7% in appropriate blanks; on page 11 add 15 y ears and $3,101 pe month in appropriate blanks. Council Member Adams made a motion to amend thelease, seconded by r council Member Dombrowski. The motion carried. Council Member Adams made a motion to recommend this to the Council favorable, as amended, seconded by Council Member Dombrowski. The motion carried.
