REGULAR MEETING <br />JULY 11, 1977 <br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers <br />of the County -City Building on Monday, July 11, 1977, at 5:OO p.m. Council President Roger O. <br />Parent presiding. The meeting was called to order, and the Pledge to the Flag was given. <br />ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Miller, Taylor, <br />Kopczynski, Adams, Dombrowski and Parent <br />ABSENT: Council Member Horvath <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your sub - committee on the inspection and supervision of the minutes would respectfully re <br />port that it has inspected the minutes of the June 27, 1977 meeting of the Council and found th <br />correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />/s/ Roger 0. Parent <br />/s/ Mary Chris Adams <br />Council Member Serge made a motion that the minutes of the June 27, 1977, meeting of the Council <br />be placed on file, seconded by Council Member Dombrowski. The motion carried. <br />REPORTS <br />Council Member Kopczynski, chairman of the Human Resources Committee gave the following report <br />on Bill No. 74 -77 - Restricted Refuse Collectors Licenses: He said that the committee recommend <br />that the restricted license remain in effect to enable removal of materials that cannot be handl <br />in packer type containers. <br />Council Member Adams made a motion to resolve into the Committee of the Whole, seconded by Counci <br />Member Dombrowski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the <br />Whole on Monday, July 11, 1977, at 5 :05 p.m., with eight members present. Chairman pro tem <br />Kopczynski presiding. <br />BILL NO. 78 -77 A BILL APPROVING THE FORM AND TERMS OF LEASE, MORTGAGE, AND <br />TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, <br />AND AUTHORIZING THE EXECUTION THEREOF PERTAINING TO FRANK E. <br />SUVERKRUP BUILDING IN THE SOUTH BEND INDUSTRIAL PARK. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. Kenneth Fodder, attorney for the Economic Development <br />Commission, made the presentation for the bill. He said the Commission passed a resolution ap- <br />proving this type of financing. He said this was a new business moving into the area and it woul� <br />be a janitorial service. He asked that the following amendments be made to the lease agreement <br />on page 4 add 15 years and 7% in appropriate blanks; on page 11 add 15 y ears and $3,101 pe month <br />in appropriate blanks. Council Member Adams made a motion to amend thelease, seconded by r council Member Dombrowski. The motion carried. Council Member Adams made a motion to recommend this to <br />the Council favorable, as amended, seconded by Council Member Dombrowski. The motion carried. <br />
