REGULAR MEETING FEBRUARY 28r 1977 <br />REGULAR MEETING <br />SPECIAL BUSINESS <br />Council President Parent asked that the following appointments be made: Council Member Horvath <br />be appointed to the Economic Development Commission. Council Member Dombrowski made a motion <br />to accept this appointment, seconded by Council Member Adams. The motion carried. Mrs. Jane <br />Swan be appointed to the Century Center Board of Managers. Council Member Dombrowski made a <br />motion to accept this appointment, seconded by Council Member Adams. The motion carried, with <br />Council Member Miller opposing. Mr. Frank Gootee to the Transportation Board of Directors. <br />Council Member Dombrowski made a motion to accept this appointment, seconded by Council Member <br />Adams. The motion carried. Mr. Robert Swanson to the Human Rights Commission. Council Member <br />Taylor made a motion to accept this appointment, seconded by Council Member Dombrowski. The <br />motion carried. Council President Parent thanked the people involved for accepting these appoint- <br />ments. Council President Parent accounced the following appointments to the Council Standing <br />Committees: Personnel and Finance; Chairman, Council Member Adams, Council Members Kopczynski, <br />Dombrowski and Horvath. Rules Committee; Chairman, Roger O. Parent, Council Members Adams and <br />Taylor. Human Resources; Chairman, Walter T. Kopczynski, Council Members Taylor and Miller. <br />Parks and Recreation; Chairman, Walter Szymkowiak, Council Members Serge and Dombrowski. Public <br />Works; Chairman, Joseph Serge, Council Members Adams, Dombrowski, Kopczynski and Szymkowiak. <br />Residential Neighborhood Committee; Chairman, Roger O. Parent, Council Members Adams, Taylor, <br />Dombrowski and Serge. Public Safety; Chairman, Robert Taylor, Council Members Dombrowski, Horvatl <br />and Serge. Council President Parent asked that two special committees be continued this year, <br />the Committee on Older Adults and Century Center. Council Member Adams made a motion to continue <br />these committees, seconded by Council Member Taylor. The motion carried. Council President <br />Parent indicated that Joseph Serge would be chairman of the Older Adults Committee, and Council <br />Members Horvath and Dombrowski would be appointed to the committee. He.said that on the Century <br />Center Committee, chairman would be Terry Miller, with Council Members Szymkowiak and Adams <br />serving on the committee. Council Member Miller, indicated he declined to serve as chairman of <br />this committee. Council President Parent indicated this was not accepted and that Council Member <br />Miller would serve as chairman. <br />Council President Parent summarized the procedure for citizen members to serve on Council committ <br />He then filed this procedure with the Clerk's office. <br />REPORTS OF COUNCIL COMMITTEES <br />The Administration and Finance Committee has reviewed the CETA budgets for Titles, I, II, and <br />VI and makes the following recommendations: <br />1. A concentrated effort should be made to reduce administrative costs so that more participants <br />can be served. However, in light of the doubling of the program, there is no recommendation <br />to cut staff at the present time. <br />2. Since South Bend is the Prime Sponsor, only residents of the City should be served by the <br />CETA Programs. At the present time, an applicant must reside in the city in order to be <br />eligible to participate. We request that this be extended to require the termination of <br />a participant if he /she leaves the city. St. Joseph County has its own CETA Programs for <br />non -South Bend residents so the participant should transfer to that program if he /she leaves <br />the city. We ask that this requirement be noted on the application forms. <br />3. For Title III which is the summer program which will be submitted later, we request that <br />all supervisory and temporary staff be South Bend residents as we have many young people <br />in South Bend who will be in need of summer employment. <br />The Administration and Finance Committee also requests that Mr. Kelzenberg prepare a written re- <br />port explaining why the figures from the following 3 lists do not agree: <br />1) PSE CETA list sent for Titles II and VI sent 1 -19 and 1 -24 to Council Members <br />2) Alpha Payroll list of 1 -17 <br />3) Grant application for Titles II and VI sent to Department of Labor in January. <br />Mary Christine Adams <br />Chairman <br />Council Member Dombrowski made a motion to file this report with the City Clerk's office, seconde <br />by Council Member Adams. The motion carried. <br />Public Works Committee - Council Member Serge made a motion to set the bill to annex Laurel Woods <br />for public hearing and second reading March 28, seconded by Council Member Taylor. The motion <br />carried. <br />Council Member Adams made a motion to resolve into the Committee of the Whole, seconded by Counci <br />Member Dombrowski. The motion carried. <br />COMMITTEE OF THE WHOLE. <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the <br />Whole on Monday, February 28, 1977, at 6:20 p.m., with nine members present.
