REGULAR MEETING <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED <br />had been completed on two Barrett Law Sewer Projects in accordance with State and local regula- <br />tions. He said both projects were initiated at the request of affected property owners. Counci <br />Member Dombrowski made a motion to recommend the ordinance to the Council favorably, as amended, <br />seconded by Council Member Taylor. The motion carried. <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING $28,000 FROM THE <br />CUMULATIVE.CAPITAL IMPROVEMENT FUND FOR RE- <br />PAIRS AND RENOVATION OF A PORTION OF THE <br />RETAINING WALL ALONG THE ST. JOSEPH RIVER <br />TO BE ADMINISTERED BY THE DEPARTMENT OF <br />PUBLIC WORKS OF THE CITY OF SOUTH BEND, <br />INDIANA. <br />This being the time heretofore set for public hearing on the above ordinance,- proponentsan.d op- <br />ponents were given an opportunity to be heard. Mr. David Wells, Manager of the Bureau of Design <br />and Administration, made the presentation for the ordinance. He indicated the City had placed <br />a high priority on the development of the Central Business District. He said an important part <br />of this development was the Century Center and the related park system along the river bank. He <br />said to complete this development in the area between the Colfax Avenue Bridge and the South Ben <br />Dam, considerable renovation, reconstruction and actual construction of new wall sections was <br />required. He said it appeared that funds may be available for this work thorugh the recently <br />passed Federal Public Works Program, and in anticipation of these funds, and to conform with the <br />Grant Guidelines, it was necessary that design engineering be started and completed at the earli <br />possible date. Council President Parent made a motion to recommend this ordinance favorably to <br />the Council, seconded by Council Member Dombrowski. The motion carried. <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING $54,000.00 <br />FROM THE LOCAL ROADS AND STREETS FUND <br />AND $6,000.00 FROM THE CUMULATIVE CAP- <br />ITAL IMPROVEMENT FUND TO PROJECT R &S <br />89 -1976, COLFAX AVENUE BRIDGE. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. David Wells, Manager of the Bureau of Design <br />and Administration, made the presentation for the ordinance. He said a critical element in the <br />development of the Central Business District is the movement of vehicular traffic into and out <br />of the area. He said the present Colfax Avenue Bridge will prove a restriction to any significa <br />increase in traffic. He said that in anticipation of Federal funds it is necessary that design <br />engineering be initiated and completed at the earliest possible date. Council President Parent <br />made a motion to recommend this ordinance favorably to the Council, seconded by Council Member <br />Dombrowski. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council Member Miller <br />made a motion to rise and report to the Council, seconded by Council Member Taylor.
