<br />In Re: A proposed ordinance and site development,plan of Joseph S. Fragomeni, for
<br />the Estate of Milo Dugdale, to zone from "A" Residential, "A" Height and
<br />Area, to "B" Residential, "A" Height and Area, property located at 2211
<br />East Jefferson Boulevard, City of South Bend
<br />Gentlemen:
<br />The attached rezoning petition of Joseph S. Fragomeni, for the Estate of Milo Dugdale was
<br />legally advertised on September 11, 1976. The Area Plan Commission gave it a public hearing on
<br />September 21, 1976, at which time the following action was taken:
<br />"Upon a motion by Russel Rothermel, being seconded by Joseph Serge and carried
<br />with June Stratton voting "Nay ", the petition of Joseph S. Fragomeni, for the
<br />Estate of Milo Dugdale, to zone from "A" Residential, "A" Height and Area, to
<br />"B" Residential, "A" Height and Area, property located at 2211 East Jefferson
<br />Boulevard, City of South Bend, is returned to the City Council with a favorable
<br />recommendation, subject to a final site plan."
<br />The above recommendation is made subject to a final site plan and the preliminary site plan
<br />is attached hereto.
<br />The deliberations of the Area Plan Commission and points considered in arriving at the above
<br />decision are shown in minutes of the public hearing and will be forwarded to you at a later date
<br />to be made a part of this report. Attached for your consideration in the review of this matter
<br />is a copy of the Area Plan Commission Staff Report.

<br />from "B" Residential "C" Commercial and "C-1" Commercial "B" "C" "D"
<br />and "E" Height and Area, to "A:' Residential, '.'A" Height and Area, property
<br />bounded on the north by the St. Joseph River, on the west by Leland Avenue,
<br />Portage Avenue and Williams Street, on the south by Madison Street, on -the
<br />east by the alley between Main Street and Lafayette Boulevard to Bartlett
<br />Street and west to Lafayette Boulevard and north on Lafayette Boulevard to
<br />the St. Joseph River, City of South Bend.
