<br />This being the time heretofore set for public hearing on the above ordinance, proponents and o
<br />ponents were given an opportunity to be heard. Services Division Chief, Glenn Terry, made the
<br />presentation for the ordinance. He said the medical account is rapidly being depleted. He
<br />said there was a surplus in Services Personal and this could be transferred. He indicated the
<br />the hospital expense for Cpl. Maurice Woods was going to be excessive and would likely cause
<br />expenses much greater than this amount.
<br />Council Member Serge made a motion that this ordinance be sent to the Council favorably, seco
<br />by Council Member Miller. The motion carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $298,000 FROM THE
<br />COMMUNITY DEVELOPMENT FUND, FOR COMMUNITY
<br />DEVELOPMENT ADMINISTRATION COSTS, TO BE ADMIN-
<br />ISTERED BY THE CITY OF SOUTH BEND THROUGH ITS
<br />DEPARTMENT OF HUMAN RESOURCES.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and
<br />opponents were given an opportunity to be heard. Mr. William Gilkey, Director of Human Resourc
<br />made the presentation for the ordinance. He said the 1976 -77 Community Development budget re-
<br />flects the judicious allocation of the minimal resources which are necessary to insure the smoo
<br />execution of the Community Development planning, management, and program development activities
<br />Council President Parent made a motion to amend this ordinance by changing Section II to Sectio
<br />III, and adding a new Section II to read: All contracts above $5,000 shall be submitted by the
<br />Department of Human Resources to the Common Council in resolution form before any expenditure
<br />shall be appropriated. This motion was seconded by Council Member Miller.
<br />Council Member Adams said she would like to offer an amendment to this, by amending the amount
<br />to $3,000. Council Member Miller said $5,000 was consistent with other City Departments.
<br />Council Member Horvath indicated the Council had the right to question claims for any amount.
<br />Council Member Adams indicated the problem was at that time the contract has already been entere
<br />into and the City is responsible.
<br />Mr. Thomas Brunner indicated that the Council was being stricter than the state statutes.
<br />The motion carried to amend this ordinance. Council President Parent indicated that Council
<br />Member Miller wanted to offer a further amendment. Council Member Miller made a motion to re-
<br />duce Salaries and Fringe by $5,500, and Non - personal Costs by $9,500 for a total cut of $15,000'',
<br />to $283,000, seconded by Council President Parent. The motion carried. Council Member Adams
<br />made a motion this ordinance be recommended favorably, as amended, to the Council, seconded by
<br />Council Member Dombrowski. The motion carried.
<br />Council President Parent made a motion to continue hearing on ordinances E, F, G & H on the
<br />agenda to September 13, 1976, seconded by Council Member Miller. The motion carried.
<br />There being no further business to come before the'Committee of the Whole, Council Member Miller
<br />made a motion to rise and report to the Council, seconded by Council Member Taylor. The motion
<br />carried.

<br />convened in the Council Chambers at 9:22 p.m., Council President Parent presiding, and nine
<br />members present.
<br />REPORT FROM THE SUB - COMMITTEE ON MINUTES
<br />To the Common Council of the City of South Bend:
<br />Your sub - committee on the inspection and supervision of the minutes would respectfully
<br />report that it has inspected the minutes of the August 9, 1976 meeting of the Council and
<br />found them correct.
<br />The sub - committee, therefore, recommends that the same be approved.

<br />Council Member Serge made a motion that the report for August 9, 1976, be accepted as read and
<br />placed on file, seconded by Council Member Miller. The motion carried.
<br />REPORT FROM THE COMMITTEE OF THE WHOLE
<br />Council Member Taylor made a motion to waive the reading of the report of the Committee of the
<br />Whole, seconded by Council Member Dombrowski. The motion carried with a roll call vote of nine
<br />ayes (Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath
<br />and Parent).
