<br />t--This ordinance had first reading. Council Member Adams made a mtoion to set this ordinance for
<br />public hearing and second reading on August 30, 1976, seconded by Council Member Dombrowski. The
<br />motion carried.
<br />ORDINANCE
<br />AN ORDINANCE LEVYING TAXES AND FIXING THE
<br />RATE OF TAXATION FOR THE PURPOSE OF RAISING
<br />REVENUE TO MEET THE NECESSARY EXPENSE FOR
<br />THE FISCAL YEAR ENDING DECEMBER 31, 1977.
<br />This ordinance had first reading. Council Member Serge made a motion to set this ordinance for
<br />public hearing and second reading on August 30, 1976, seconded by Council Member Adams. The
<br />motion carried.
<br />PRIVILEGE OF THE FLOOR
<br />Mr. Gene Evans, Executive Secretary of the Civic Planning Association, asked if the Community
<br />Development letters on their proposed ordinances could be made available by the next meeting.
<br />NEW BUSINESS
<br />Council Member Taylor made a motion to suspend the rules and deal with a resolution, seconded by
<br />Council Member Miller. The motion passed on a roll call vote of nine ayes (Council Members Serge
<br />Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath and Parent).
<br />RESOLUTION 530 -76 A RESOLUTION OF THE COMMON COUNCIL OF THE
<br />CITY OF SOUTH BEND, INDIANA, COMMEMORATING
<br />AND HONORING THE LATE DR. 0. C. CARMICHAEL,
<br />JR.
<br />WHEREAS, Dr. 0. C. Carmichael, Jr. was generous with his time, talents, and resources to the
<br />l
<br />South Bend Community; and
<br />WHEREAS, Dr. 0. C. Carmichael, Jr., was a recognized leader in the field of education, hav
<br />held the following posts: Executive Director of Vanderbilt University Foundation; President of
<br />Converse College, Spartanburg, South Carolina; General Chairman of the Steering Committee on
<br />higher Education in North Central Indiana; Chairman of the Indiana Commission on Higher Educati
<br />Member of the Board of Trustees on Converse, College, the University of Notre Dame, St. Mary's
<br />College, Vanderbilt University and Chatham Hall; founding the Citizens National Committee for
<br />Higher Education; and his many activities with Indiana University; and
<br />WHEREAS, Dr. 0. C. Carmichael, Jr. was recognized for his civic achievements as exemplified
<br />in the following endeavors: Director of Junior Achievement, Inc; Trustee of the Independent
<br />College Funds of America, Inc; Chairman of the Indiana Forum; General Chairman of the Notre Dame
<br />SUMMA campaign; a member of the Executive Committee of the National Consumer Finance Association;
<br />a trustee of the National Foundation for Consumer Credit; member of the Advisory Committee on
<br />Truth in Lending of the Federal Reserve Board; participatory member of the United Way; United
<br />Negro College Fund; the South Bend - Mishawaka Chamber of Commerce; the St. Joseph County United
<br />Community Services; YMCA; member of the U. S. Delegation to the United Nations; member of the
<br />Board of Trustees of First Presbyterian Church; and
<br />WHEREAS, Dr. 0. C. Carmichael, Jr.'s contributions to the business world are numerous. His
<br />business accomplishments included the following: Director of the Associates; Chairman of First
<br />Bank and Trust Company; member of the Board of Directors of Gulf and Western Industries, Inc;
<br />Chairman of the Board of Directors of FBT Bancorp; member of the Board of Directors of W. R. Grov
<br />Company, Inc; and was a member of many other boards of directors of banks and firms; and
<br />WHEREAS, Dr. 0. C. Carmichael, Jr. was a most dedicated political leader having contributed
<br />heavily in local, state and national politics. His activities included: Chairman of the Republi
<br />National Finance Committee in 1975; and G.O.P. National Treasurer.
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend:
<br />SECTION 1. That the Citizens of the City of South Bend, through their Common Council re-
<br />cognize the many outstanding achievements of the late Dr. 0. C. Carmichael, Jr., in the educatio
<br />civic, business, political and service realms of our community and our nation.
<br />SECTION 2. That the Citizens of South Bend express their deep appreciation of the principl
<br />ideals, and works espoused by the late Dr. 0. C. Carmichael, Jr., and especially, the manner in
<br />which those works "touched" the life of our city and its citizens.
<br />SECTION 3. That this resolution shall be in full force and effect from and after! its adop
<br />tion by the Common Council and approval by the Mayor.

<br />A public hearing was held on this resolution at this time. Council President Parent asked Counci
<br />Member Dombrowski to take the chair so he could present this resolution. Council President
<br />Parent said this was a small attempt on the Council's part to express their appreciation of Dr.
<br />0. C. Carmichael's work and sadness at his death. He said that we appreciate the work he has
