<br />Council Member Adams commended Councilman Parent for a fantastic job. She then made the followin
<br />amendments; the manager of the Bureau of Streets, his salary be left at $18,500; cut the security
<br />chief at the Century Center to $10,000; increase recreation aide to $7,700; cut environmental
<br />protection officer to $9,100. The motion was seconded by Council Member Szymkowiak. The motion
<br />lost.
<br />Mayor Peter Nemeth said the Council was reducing the salary of the Human Resources Director from
<br />$17,400 to $15,000, and granting the $5,000 under Community Development; however, he would be mak-
<br />ing $22,000 as of July and then be cut back to $20,000 next year. He said he would suggest the
<br />$19,000 be cut to $18,000 and cut the Community Development supplement down to $2,000. He in-
<br />dicated the deputy director would be making less than the director of the Bureau of Housing and
<br />he would respectfully request that this cut be reconsidered. He said the Council was cutting the
<br />city attorney's salary to $13,242 and he would request the Council to look ahead and that they
<br />are trying to upgrade that department. He indicated that at the very least they should cut this
<br />no further than $14,000. He said he appreciated the Council's willingness to upgrade the deputy
<br />city attorney to $7,000, but he did not think this was the time to punish the city attorney staff
<br />for what has happened in the past. He indicated that the building commissioner was a professional
<br />engineer and they could go out on the market in excess of $20,000 and he would respectfully reques
<br />the Council give that position more than $17,500. He said the Bureau of Vehicle Maintenance re-
<br />quires a competent manager and it was a difficult position to fill when people found it paid below
<br />$18,000, and he felt the city was getting a bargin at $15,000, so he would request the Council
<br />reconsider this position. He indicated he had discussed the receptionist before and the money be-
<br />ing saved certainly warranted some consideration in that area.
<br />Council Member Kopczynski said he would like to present some amendments to the salary ordinance
<br />and he would like each position to be voted individually. He made a motion that the city attorney
<br />salary be decreased from $16,000 to $15,000, seconded by Council Member Miller. The motion lost
<br />on a roll call vote of three ayes (Council Members Szymkowiak, Miller and Kopczynski) and six nayE
<br />(Council Members Serge, Taylor, Adams, Dombrowski, Horvath and Parent). Council Member-Kopczynski
<br />made a motion to decrease the chief deputy city attorney from $12,000 to $11,500, seconded by
<br />Council Member Miller. The motion was lost on a roll call vote of three ayes (Council Members
<br />Szymkowiak, Miller and Kopczynski) and six nays (Council Members Serge, Taylor, Adams, Dombrowski
<br />Horvath and Parent). Council Member Kopczynski made a motion to reduce the deputy city attorney'E
<br />proposed increase from $8,400 to $8,150, seconded by Council Member Szymkowiak. The motion lost
<br />on a roll call vote of four ayes (Council Members Szymkowiak, Miller, Kopczynski and Adams) and
<br />five nays (Council Members Serge, Taylor, Dombrowski, Horvath and Parent). Council Member Kopczyr
<br />made a motion that the salary of the manager of the Bureau of Streets be $18,490, seconded by
<br />Council Member Szymkowiak. Council Member Adams indicated that they were upgrading certain positi
<br />and that she would like to speak in favor of this motion. Council President Parent indicated that
<br />particular position was recently upgraded, therefore, he would speak against the amendment. Counc
<br />Member Szymkowiak indicated the street commissioner puts in many, many hours and is doing a',terrif
<br />job. The motion lost by a roll call vote of four ayes (Council Members Szymkowiak, Miller7xopczyn
<br />and Adams) and five nays (Council Members Serge, Taylor, Dombrowski, Horvath and Parent). Counci
<br />Member Kopczynski made a motion that the building commissioner's proposed salary be reduced from
<br />$19,000 to $18,500, since the department will be completely reorganized, seconded by Council MembE
<br />Szymkowiak. The motion lost by a roll call vote of three ayes (Council Members Szymkowiak, Millet
<br />and Kopczynski) and six nays (Council Members Serge, Taylor, Adams, Dombrowski, Horvath and Parent
<br />Council Member Kopczynski made a motion that the proposed salary for the manager of the Bureau of
<br />Vehicle Maintenance be $14,990, seconded by Council Member Adams. Council Member Adams "indicated
<br />that before voting on this motion, she would like to know the dollar value of the equipment for
<br />which this position is responsible. Mr. Peter Mullen, City Controller, indicated that it was wort
<br />in excess of $1,000,000. Council Member Adams indicated she thought they should have competent
<br />people in this department and we would save on preventative maintenance. Council Member Horvath
<br />indicated that an $800 increase was sufficient and more than he wanted to go for. The motion lost
<br />of a roll call vote of four ayes (Council Members Szymkowiak, Miller, Kopczynski and Adams) and
<br />five nays (Council Members Serge, Taylor, Dombrowski, Horvath and Parent).
<br />Council President Parent indicated that he would like to recommend that the Council hear from
<br />the public at this time.
<br />Mr. James Seitz, Superintendent of Parks, said the assistant superintendent's salary was recommenc
<br />at $16,500, and he has been with the department many, many years and he deserves this raise. He
<br />said he strongly urged the Council go along with this increase. He indicated the zoo director wa:
<br />going to take a pay cut at $12,000. He said the forester was also transferred from hourly and he
<br />strongly recommended the Council to reconsider that salary at $13,000.
<br />Mr. Maurice Cohen, 725 E. Eckman indicated that every year the upper echelon get padded salaries
<br />and the lower get stepped on. He spoke on the increases and indicated he thought the police and
<br />fire should receive more money.
<br />Mr. Mike Lawrence, Business Agent for Teamsters 364, indicated that in the amendment the Teamster!
<br />were threw a $41 bone. He said the original negotiations was for a 24� per hour general increa!
<br />and even with the 2� that has been added the increase would be in the area of 6 %. He said the
<br />only reason they did not strike was that they could not carry the 2/3 majority vote necessary. HE
<br />said there was a great deal of resentment among the rank and file.
<br />Mr. Gene Evans, Executive Secretary of the Civic Planning Association, said that at the caucus
<br />meeting he presented the Council with a letter from Civic Planning and he would like to read it
<br />into the record:

<br />The South Bend Civic Planning Association has reviewed the Salary Ordinances before you and
<br />wish to express our appreciation to the officials who responded to our questions willingly and
<br />with helpful information.
<br />The proposed salaries in most instances appear reasonable and fair. In some cases however,
<br />the proposed increases are, in our opinion, higher than they should be.
