<br />REGULAR MEETING RECONVENED
<br />Council Member Miller indicated he thought the extension of Twyckenham would greatly
<br />relieve the Traffic on White Oak. He asked Mr. Wells the general policy for obtaining
<br />a traffic signal. Mr. Wells indicated traffic signals were very difficult to obtain
<br />from the state highway department.
<br />Council Member Horvath said that the Area Plan had indicated South Bend Avenue could
<br />Widened to four lanes, and he wondered if any right -of -way had been acquired. Mr.
<br />Wells indicated that it had not, and he said this was given consideration four years
<br />ago.
<br />Council Member Adams indicated she had been trying to get some relief for people in the
<br />Wooded Estates, and she was wondering if the hotel will have a detrimental effect to
<br />the area. Mr. Wells said that any type of commercial development is required to main-
<br />tain their own water retention on their property.
<br />Council Member Kopczynski indicated that the hotel was being built to service the fun-
<br />ctions at Notre Dame, and this might actually alleviate some traffic in the area.
<br />Council Member Serge said they had gone through this once before, and he wondered if a
<br />hotel was really going to be built at that location. Mr. Pietzak said that a Hilton
<br />franchise had been obtained, and the total project would cost over $5,000,000.
<br />Council Member Taylor indicated it was not fair to ask people to have a lag on the
<br />traffic situation that will be extremely hazardous. He said that living shrubs as a
<br />fence are extremely attractive but they do not do the job as far as containing any
<br />blowing garbage and trash. Mr. Pietzak said they were talking about a Hilton, and
<br />he was sure no one would stay there if it was not first class.
<br />Council President Parent said he did not doubt the facility was going to be a classy
<br />hotel, however, he would like to have further information; such as, the location of
<br />the pool, the lounge, the restaurant. He said he had not been a site plan. He said
<br />he thought the Council should have more information concerning the traffic situation,
<br />and the screening. He said he would be in favor of delaying action on this for at
<br />least two weeks.
<br />Council Member Taylor said he was in favor of the project, and he did not want to mis-
<br />lead area residents, however, he was in favor of a two week delay to get some loose
<br />ends tied up. Council Member Taylor made a motion to continue the public hearing and
<br />second reading until the next regularly scheduled Council meeting, May 24, 1976, seconq
<br />ed by Council Member Adams. The motion passed on a roll call vote of five ayes (Counci.
<br />Members Serge, Taylor, Adams, Horvath and Parent) and three nays (Council Members j
<br />Szymkowiak, Miller and Kopczynski).
<br />RESOLUTIONS
<br />Council President Parent asked if there was any objection from the Council if they
<br />would have one hearing on 9A and 9B. There was no objection.
<br />RESOLUTION A RESOLUTION APPROVING THE RATE CHANGES FOR
<br />ALL CITY OPERATED FLAT PARKING LOTS AND FOR
<br />THE JEFFERSON STREET PARKING GARAGE AS ADOPTED
<br />BY THE BOARD OF PUBLIC WORKS OF THE CITY OF
<br />SOUTH BEND, INDIANA, MARCH 15, 1976.
<br />WHEREAS, The board of Public Works of the City of South Bend, Indiana, did on
<br />the 15th day of March 1976, adopt a resolution amending the rates and - charges to be
<br />collected for parking of vehicles in City operated flat parking lots -and for the
<br />Jefferson Street Parking Garage, which resolution is as follows:
<br />RESOLUTION NO. 9, 1976, OF THE BOARD OF PUBLIC
<br />WORKS OF THE CITY OF SOUTH BEND, INDIANA
<br />WHEREAS, the Board of Public Works and Safety of the City of South Bend did, on
<br />the 19th day of June, 1969, adopt a resolution fixing the rates and charges to be col—!
<br />lected for parking of vehicles in off - street parking facilities, which resolution was
<br />approved by the Common Council on the 23rd day of June, 1969; and
<br />WHEREAS, ChApter 190, Acts of 1955 of the Indiana General Assembly, provides the
<br />Board of Public Works with the power, subject to approval of the Common Council;: to
<br />fix the rates and charges to be collected for the parking of vehicles in off - street
<br />parking facilities;
<br />NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works of the City of South
<br />Bend that the following changes be made in the parking rates charged for all City- opera-
<br />ted flat lots and for the Jefferson Street Parking Garage.
<br />1. All City- operated flat lots shall charge a monthly rate of $14.00 per month.
<br />2. Rates at the Jefferson Street Parking Garage shall be set as follows:
<br />(a) The monthly rate shall be $25.00 per month.
<br />(b) Hourly rates shall be as follows:
<br />One hour or less
<br />One to two hours
<br />Two to three hours
<br />Three to four hours
<br />Four to five hours
<br />Five to six hours
<br />Six to seven hours
<br />Seven or more hours
