<br />These Are:
<br />1. Consideration of existing sewage complications in the South Bend Avenue area. During rain-
<br />storms of significant density, raw sewage is now able to "back up" in the Wooded Estates area
<br />to the depth of several feet. This obviously creates great consternation then, among these
<br />citizens when the raw sewage floods their basements, and consequently destroys entire living
<br />areas. It seems logical, then, that with the construction of a massive plumbing system as will
<br />exist in the planned hotel, that considerable modification of the present sewage system in the
<br />South Bend Avenue area must now be demanded.
<br />2. It is expected that all "curb cuts" for said hotel will exist only on the Edison Street s
<br />of the complex. -
<br />3. From this follows the problem of current overloading of South Bend Avenue with extremely
<br />heavy traffic, particularly industrial, and the excessive speed limit. The traffic flow and
<br />pattern on South Bend Avenue is utterly ridiculous in light of the proximity of family homes
<br />and children's play areas to the street. In short, we absolutely insist upon complete recon-
<br />sideration of traffic control on South Bend Avenue and its arteries of Twyckenham, White Oak
<br />and Black Oak Drives.
<br />4. It is our understanding that visual and sound barriers are to be erected adjacent to the
<br />hotel along South Bend Avenue. We would also request that such barriers be erected along the
<br />extension of Twyckenham. It is understood, of course, that all such barriers be properly land-
<br />scaped with a high degree of decorum.
<br />5. All signs advertising or identifying said hotel and /or products appear only on the Edison
<br />side of the hotel complex. No such signification should be visible from our residential area
<br />of South Bend Avenue.
<br />6. Finally we would ask that any design of said hotel complex include the placement of any
<br />restaurant, lounge, bar, health club, or night club on the Edison Street side of the complex.
<br />While these requests may seem somewhat stringent to the hotel architects and developers, we
<br />feel that these are absolutely minimal for the continued viability of our neighborhood. We
<br />would hope to cultivate a positive relationship between our neighborhood and said hotel complex.
<br />Such an amicable relationship could be demonstrated by the hotel developers by their positive
<br />actions in these areas of particular difficulty."
<br />Mrs. Norma Ludwick, 1324 Black Oak, asked if there was anything residents - ,could do about this
<br />situation. Council President Parent indicated that the Council had to approve this rezoning
<br />before the hotel could be built. She indicated that residences would not bearable to leave
<br />their homes on football weekends.
<br />Mr. Stanley,,P. Pietzak, the petitioner, arrived to make the presentation for the ordinance.
<br />He said they were in the process of building a 191 unit Linebacker Hilton. He said Ivy Road
<br />will be closed between Edison and South Bend Avenue, and Twyckenham will be extended into the
<br />university area. He said the hotel will be three buildings, with a commercial building that
<br />will house the Linebacker Lounge andrestaurant,: as well as an enclosed swimming pool, lobby
<br />and meeting rooms. He said they were paying for the extension of Twyckenham into the university
<br />area, as well as the curbing, grating and servicing of the road. He said there would be a com-
<br />plete line of shrubs for screening on South Bend Avenue. He indicated there would be no entran
<br />on South Bend Avenue. He said the hotel will connect with the present sewage line.
<br />Mr. Bill Wernz, 1444 South Bend Avenue, asked about the provision for parking and whether it
<br />would be adequate for football weekends. Mr. Pietzak said there would be 271 parking places
<br />and it should be adequate for football weekends. Mr. Pietzak said he thought the hotel would b
<br />an asset to the community. He said they will employ approximately 150 people, and they were go
<br />to make the entire area a classy affair.
<br />Mr. Wernz questioned Area Plan regarding the intersection of Twyckenham and South Bend Avenue.
<br />Mr. Stonebraker, of Area Plan, indicated the traffic problem would be handled by the state and
<br />would involve a traffic ounty, etc., before any final decision would be made. He said there
<br />are plans that recommend State Road 23 be widened to four-lanes.
<br />Mrs. Morris Hoffman, 1258 Twyckenham, indicated that the corner of Twyckenham and South Bend
<br />Avenue has been a traffic hazard for years, and if this hotel is built, there will be more
<br />traffic and more people hurt.
<br />Mr. Walt Mizen, 1115 Oak Ridge Drive, indicated it was a very unprofessional presentation and
<br />no one had sold him on the matter. He said the planning commission was not prepared to answer
<br />the questions, and he thought they should have the answers before action is taken.
<br />Dr. Lillian Stanton, 919 Oak Ridge, indicated that from what she had heard an environmental imr
<br />study is very definitely needed, and she suggested it be done at the expense of the petitioner.
<br />Mrs. Ruth Q'Nell, 1432 South Bend- Avenue, indicated she was concerned about people turning lef
<br />without a stop sign or stop light.
<br />Mr. Carl O'Nell, 1432 South Bend- B,venue. indicated that the sewage trunk lines for the area we
<br />not adequate to handle the hotel.
<br />Council Member Miller asked Mr. David Wells, Bureau of Administration and Design, to give the
<br />Council insight regarding the sewage problem. Mr. Wells indicated that area does have problems
<br />with sewers backing up when it rains, due mainly to tree roots in the sewer lines. He said he
<br />felt the trunk lines were adequate to handle the hotel. Council Member Miller asked if there
<br />was any long range plans for retention basins in the area. Mr. Wells indicated there wasn't.
