REGULAR MEETING JANUARY 5 1976 RESOLUTIONS RESOLUTION 502 -76 A RESOLUTION AUTHORIZING THE CONTROLLER OF THE CITY OF SOUTH BEND, INDIANA TO INVEST CERTAIN IDLE FUNDS DURING THE YEAR 1976 IN ACCORDANCE WITH CHAPTER 9 OF THE 1945 ACTS OF THE GENERAL ASSEMBLY OF THE STATE OF INDIANA, AS AMENDED. A public hearing was held at this time on the resolution. Mayor Nemeth congratulated the new Council officers and introduced the City Controller, Peter Mullen who made the presentation. He stated that this would allow them to invest idle funds to gain full use of the monies in Treasury Notes and Certificates of Deposits. Councilman Serge made a motion to adopt the resolution, seconded by Councilman Szymkowiak. Councilwoman Adams asked if the Council would be furnished with reports on monies earned quarterly. Mr. Mullen indicated that they would. The resolution was adopted by a roll call vote of nine ayes (Council Members Serge, Szymkowiak, Terry Miller, Parent, Taylor Kopczynski, Adams, Dombrowski, Horvath). RESOLUTION 503 -76 A RESOLUTION AUTHORIZING THE TEMPORARY TRANSFER OF IDLE FUNDS OF THE CITY OF SOUTH BEND, INDIANA FROM THE CUMULATIVE SEWER BUILDING AND SINKING, CUMULA- TIVE CAPITAL IMPROVEMENT, LOCAL ROADS AND STREETS, AND FEDERAL ASSISTANCE GRANT FUNDS, TO THE CORPORA- TION GENERAL, PARK MAINTENANCE, POLICE PENSION, FIRE PENSION, REDEVELOPMENT, MOTOR VEHICLE HIGHWAY, HUMAN RELATIONS AND FAIR EMPLOYMENT PRACTICES COMMISSION FUNDS, ALL FUNDS BEING WIHIN THE CIVIL CITY OF SOUTH BEND, INDIANA. Mr. Mullen asked that this resolution be amended under Section I, as follows: On the left side, change the Cumulative Sewer Building and Sinking Fund from $1,500,000 to $1,625,000. Delete Cumulative Capital Im- provement Fund. On the right side, change Corporation General from $1,575,000 to $1,600,000. Add Cumulative Capital Improvement Fund of $150,000. Change the Motor Vehicle Highway Fund from $250,000 to $100,000. Councilman Taylor moved the amendment be accepted, seconded by Councilman Horvath. Councilman Miller stated he did not understand the difference in the figures. Mr. Mullen said they should also delete $25,000 for the Redevelopment Fund. The motion carried. Mr. Mullen stated that the first year expenses could not be covered until they received the tax revenue in June or July, therefore, the transfer of these funds was necessary to keep the operat- ing budget of the city current. Councilman Szymkowiak made a motion that the resolution be adopted as amended, seconded by Councilman Taylor. The resolution was adopted by a roll call vote of nine ayes (Council Members Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Adams, Dombrowski, Horvath). ORDINANCE, FIRST READING ORDINANCE AN ORDINANCE TRANSFERRING THE SUM OF $24,252.00 FROM ACCOUNT #110.0 WITHIN THE DEPARTMENT OF SAFETY BUDGET TO ACCOUNT #110.0 "SALARIES & WAGES ", WITHIN THE MAYOR'S BUDGET, ALL ACCOUNTS BEING WITHIN THE GENERAL FUND, OF THE CITY OF SOUTH BEND, INDIANA. This ordinance had first reading. Councilman Miller made a motion that the ordinance be set for public hearing and second reading January 19, 1976, and referred to the Committee of the Whole, seconded by Councilman Taylor. The motion carried. NEW BUSINESS Councilman Serge stated that one of his constituents had complained regarding the Street Depart- ment plowing snow in his driveway. He asked that the snow be plowed on the;park side of Wilbur Street. Council President Parent directed the Clerk to write a letter to the Street Department. There being no further business to come before the Council, unfinished or new, Councilman Taylor made a motion to adjourn, seconded by Councilman Serge.
