REGULAR MEETING JANUARY 5 1976 <br />RESOLUTIONS <br />RESOLUTION 502 -76 <br />A RESOLUTION AUTHORIZING THE CONTROLLER OF THE <br />CITY OF SOUTH BEND, INDIANA TO INVEST CERTAIN <br />IDLE FUNDS DURING THE YEAR 1976 IN ACCORDANCE <br />WITH CHAPTER 9 OF THE 1945 ACTS OF THE GENERAL <br />ASSEMBLY OF THE STATE OF INDIANA, AS AMENDED. <br />A public hearing was held at this time on the resolution. Mayor Nemeth congratulated the new <br />Council officers and introduced the City Controller, Peter Mullen who made the presentation. <br />He stated that this would allow them to invest idle funds to gain full use of the monies in <br />Treasury Notes and Certificates of Deposits. Councilman Serge made a motion to adopt the <br />resolution, seconded by Councilman Szymkowiak. Councilwoman Adams asked if the Council would <br />be furnished with reports on monies earned quarterly. Mr. Mullen indicated that they would. <br />The resolution was adopted by a roll call vote of nine ayes (Council Members Serge, Szymkowiak, <br />Terry Miller, Parent, Taylor Kopczynski, Adams, Dombrowski, Horvath). <br />RESOLUTION 503 -76 <br />A RESOLUTION AUTHORIZING THE TEMPORARY TRANSFER OF <br />IDLE FUNDS OF THE CITY OF SOUTH BEND, INDIANA FROM <br />THE CUMULATIVE SEWER BUILDING AND SINKING, CUMULA- <br />TIVE CAPITAL IMPROVEMENT, LOCAL ROADS AND STREETS, <br />AND FEDERAL ASSISTANCE GRANT FUNDS, TO THE CORPORA- <br />TION GENERAL, PARK MAINTENANCE, POLICE PENSION, FIRE <br />PENSION, REDEVELOPMENT, MOTOR VEHICLE HIGHWAY, HUMAN <br />RELATIONS AND FAIR EMPLOYMENT PRACTICES COMMISSION <br />FUNDS, ALL FUNDS BEING WIHIN THE CIVIL CITY OF SOUTH <br />BEND, INDIANA. <br />Mr. Mullen asked that this resolution be amended under Section I, as follows: <br />On the left side, change the Cumulative Sewer Building and Sinking <br />Fund from $1,500,000 to $1,625,000. Delete Cumulative Capital Im- <br />provement Fund. On the right side, change Corporation General from <br />$1,575,000 to $1,600,000. Add Cumulative Capital Improvement Fund <br />of $150,000. Change the Motor Vehicle Highway Fund from $250,000 to <br />$100,000. Councilman Taylor moved the amendment be accepted, seconded by Councilman <br />Horvath. <br />Councilman Miller stated he did not understand the difference in the figures. Mr. Mullen said <br />they should also delete $25,000 for the Redevelopment Fund. The motion carried. <br />Mr. Mullen stated that the first year expenses could not be covered until they received the tax <br />revenue in June or July, therefore, the transfer of these funds was necessary to keep the operat- <br />ing budget of the city current. <br />Councilman Szymkowiak made a motion that the resolution be adopted as amended, seconded by <br />Councilman Taylor. The resolution was adopted by a roll call vote of nine ayes (Council Members <br />Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Adams, Dombrowski, Horvath). <br />ORDINANCE, FIRST READING <br />ORDINANCE AN ORDINANCE TRANSFERRING THE SUM OF <br />$24,252.00 FROM ACCOUNT #110.0 WITHIN <br />THE DEPARTMENT OF SAFETY BUDGET TO <br />ACCOUNT #110.0 "SALARIES & WAGES ", <br />WITHIN THE MAYOR'S BUDGET, ALL ACCOUNTS <br />BEING WITHIN THE GENERAL FUND, OF THE <br />CITY OF SOUTH BEND, INDIANA. <br />This ordinance had first reading. Councilman Miller made a motion that the ordinance be set for <br />public hearing and second reading January 19, 1976, and referred to the Committee of the Whole, <br />seconded by Councilman Taylor. The motion carried. <br />NEW BUSINESS <br />Councilman Serge stated that one of his constituents had complained regarding the Street Depart- <br />ment plowing snow in his driveway. He asked that the snow be plowed on the;park side of Wilbur <br />Street. Council President Parent directed the Clerk to write a letter to the Street Department. <br />There being no further business to come before the Council, unfinished or new, Councilman Taylor <br />made a motion to adjourn, seconded by Councilman Serge.
