Public Hearing <br />(2) continued... <br />Dr. Varner asked how the development of <br />parking will be tied to actual private <br />investment. Mr. Inks responded that private <br />investment will precede the public <br />investment in the parking garages. The <br />garages will be demand-driven. <br />Ms. Jones, who participated in the planning <br />process, noted that there was a budget <br />developed along with a timeline to show how <br />development might create revenue to support <br />infrastructure for additional development. <br />Mr. Phair noted that that budget/timeline <br />anticipated the first parking structure being <br />constructed in 2009. <br />Mr. Blake asked if that was just discussion, <br />or if there is actually a plan for follow-up to <br />that effect. Ms. Jones noted that Holladay <br />Properties facilitated the planning process. <br />They are not the master developer for the <br />area. The consultant, JJR, saw to it that the <br />plan was not just idealistic, but that there was <br />laid out a logical flow of development, tied to <br />numbers. It isn't cast in stone, however: <br />until a developer steps up and proposes to <br />invest, nothing will happen. <br />Upon a motion by Mr. Blake, seconded by COMMISSION arrxovED RESOLUTION No. 2467 <br />Dr. Varner and unanimously carried, the <br />Commission approved Resolution No. 2467 <br />confirming a resolution of the South Bend <br />Redevelopment Commission designating and <br />declaring an amendment to the <br />Redevelopment Plan for the South Bend <br />16 <br />
