South Bend Redevelopment Commission
Regular Meeting -July 18, 2008
6. NEW BUSINESS (CONT.)
A. Public Hearing
(2) continued...
Dr. Varner asked how the development of
parking will be tied to actual private
investment. Mr. Inks responded that private
investment will precede the public
investment in the parking garages. The
garages will be demand-driven.
Ms. Jones, who participated in the planning
process, noted that there was a budget
developed along with a timeline to show how
development might create revenue to support
infrastructure for additional development.
Mr. Phair noted that that budget/timeline
anticipated the first parking structure being
constructed in 2009.
Mr. Blake asked if that was just discussion,
or if there is actually a plan for follow-up to
that effect. Ms. Jones noted that Holladay
Properties facilitated the planning process.
They are not the master developer for the
area. The consultant, JJR, saw to it that the
plan was not just idealistic, but that there was
laid out a logical flow of development, tied to
numbers. It isn't cast in stone, however:
until a developer steps up and proposes to
invest, nothing will happen.
Upon a motion by Mr. Blake, seconded by COMMISSION arrxovED RESOLUTION No. 2467
Dr. Varner and unanimously carried, the
Commission approved Resolution No. 2467
confirming a resolution of the South Bend
Redevelopment Commission designating and
declaring an amendment to the
Redevelopment Plan for the South Bend
16
