Public Hearing <br />(1) continued... <br />complete, containing: (1) a copy of the notice <br />of hearing, (2) a copy of Resolution <br />No. 2467, (3) a copy of declaratory <br />Resolution No. 2458, (4) a copy of the <br />Common Council's Resolution No. 3879-08, <br />a copy of the Area Plan Commission's <br />Resolution No. 189-08, (5) an affidavit from <br />the South Bend Tribune that the Notice of <br />Hearing was published in that newspaper on <br />July 4, 2008, (6) an affidavit from the Tri- <br />County News that the Notice of Hearing was <br />published in that newspaper on July 4, 2008, <br />(7) a statement from Jitin Kain that on June <br />26, 2008 affected property owners and <br />registered neighborhood associations were <br />sent notice of the public hearing, and (8) <br />there were no written remonstrances received <br />related to Resolution No. 2467. <br />Mr. Paul Phair, Holladay Properties, noted <br />that Holladay Properties was asked to <br />facilitate the planning process for the East <br />Bank and they gladly agreed. This plan is for <br />Phase I, bounded by Jefferson Blvd., LaSalle <br />Ave., the St. Joseph River and Hill St. <br />Howard Park was also included in Phase I, <br />because no matter what the discussion, it <br />always came back to Howard Park as a key <br />component of development in the area. <br />Phase 2 will be the area south of Jefferson <br />Blvd. <br />Mr. Phair noted that the city contracted with <br />JJR, a consulting firm from Chicago to create <br />the plan. They came to South Bend several <br />times, meeting with a total of about 150 <br />13 <br />
