$ W <br />6 <br />REGULAR MEETING JUNE 23s 1975 <br />IIREGULAR MEETING RECONVENED (CONTINUED) <br />answers to his questions. Mr. Farrand stated that some action had been taken on one of the cases <br />Councilman Kopczynski had brought to his attention. He stated that he would check into the other <br />violations. Councilman Kopczynski indicated that he did not want promises but specific action <br />because it was unfair to let the violations exist. Council President Parent wondered if Councilmaj <br />Kopczynski's comments should be directed to the Board of Public Safety rather than to Mr. Farrand <br />who was a member of the Board of Public Works. Mr. Farrand indicated that, in the Building <br />Department, there was not one man specifically assigned to zoning violations. He felt the depart- <br />ment tried to respond to complaints and cease and desist orders have been issued quite regularly. <br />He stated that, if the orders did not work, the matter was turned over to the City Attorney's' <br />Office and he then had no control over the matter. Councilman Kopczynski wondered why some of the <br />properties being demolished were not being demolished according to the contracts. He asked Mr. <br />Barcome for an explanation to his question. He wondered if the bills were paid before the propert3 <br />was inspected after demolition. Mr. James Barcome, City Controller, indicated that a few contrac- <br />tors had been paid in advance; however, a report was requested by Mr. Stokes prior to demolition it <br />an effort to solve the problem. He stated that he understood Councilman Kopczynski's concern and <br />he, too, felt the work should be finished satisfactorily before payment was made. He indicated <br />that it was difficult to get bidders on many of the demolition contracts. Councilman Kopczynski <br />indicated that he would write a letter concerning the violations he had observed. <br />Councilman Serge wondered who should be called concerning the pickup of trash and rubble after the <br />summer environmental crews had worked in a specific area. Mr. Farrand indicated that the debris <br />should always be picked up the following day. He stated that Councilman Serge should direct any <br />complaints to him concerning the matter. <br />There being no further business to come before the Council, unfinished or new, Councilman Taylor <br />made a motion to adjourn, seconded by Councilman Nemeth.
