REGULAR MEETING JUNE 23t 1975 <br />REGULAR MEETING - RECONVENED (CONTINUED) <br />ORDINANCE (CONTINUED) REFERRED TO AS GENERAL REVENUE SHARING, FOR <br />VARIOUS PUBLIC SAFETY PROGRAMS, TO BE ADMIN- <br />ISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DEPARTMENT OF PUBLIC SAFETY. <br />This ordinance had first reading. Councilman Kopczynski made a motion to set the ordinance for <br />public hearing and second reading on July 14, 1975, seconded by Councilman Szymkowiak. The motion <br />carried. <br />ORDINANCE AN ORDINANCE AUTHORIZING THE ALLOCATION OF <br />$205,500 OF COMMUNITY DEVELOPMENT BLOCK <br />GRANT FUNDS FOR THE CONSTRUCTION AND <br />DEVELOPMENT OF ISLAND PARK AND WHITE WATER <br />RAPIDS. <br />This ordinance had first reading. Councilman Newburn made a motion to set the ordinance for <br />public hearing and second reading on July 14, 1975, seconded by Councilman Taylor. The motion <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF <br />$255,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND TO ACCOUNT NO. 260.1, "ARCHITECT <br />AND CONSTRUCTION MANAGEMENT FEES AND EXPENSES ", <br />AND THE SUM OF $28,000.00 TO A NEW ACCOUNT <br />NO. 510.0, "INSURANCE ", BOTH ACCOUNTS BEING <br />WITHIN THE FEDERAL ASSISTANCE PROGRAM F.A. 75, <br />"CIVIC CENTER CONSTRUCTION ", TO BE ADMINISTERED <br />BY THE DEPARTMENT OF PUBLIC WORKS OF THE CITY <br />OF SOUTH BEND, INDIANA. <br />This ordinance had first reading. Councilman Horvath made a motion to set the ordinance for <br />public hearing and second reading on July 14, 1975, seconded by Councilman Miller. The motion <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF <br />$85,000.00 FROM THE CUMULATIVE SEWER BUILDING <br />AND SINKING FUND FOR PROJECT CS -2, MODEL <br />CITIES SEWER SEPARATION. <br />This ordinance had first reading. Councilman Horvath made a motion to set the ordinance for <br />public hearing and second reading on July 14, 1975, seconded by Councilman Miller. The motion <br />carried. <br />UNFINISHED BUSINESS <br />Councilman Nemeth made a motion to strike from the Council's files the ordinance and resolution <br />filed in the City Clerk's Office on January 16, 1974, pertaining to the issuance of Economic <br />Development Revenue Bonds for St. Joseph Development Company (in view of the fact that the Council <br />had acted upon another ordinance for issuance of the bonds at this meeting), seconded by Councilma <br />Taylor. The motion carried. <br />Councilman Newburn made a motion to strike from the Council's files the two ordinances he had <br />introduced concerning the administration of the Police Department and the establishment of a merit <br />plan for the policemen and firemen, which ordinances were filed in the City Clerk's Office on <br />March 7, 1973. The motion was seconded by Councilman Taylor. The motion carried. <br />NEW BUSINESS <br />Councilman Miller made a motion to appoint Richard Hendricks to the Police Merit Plan Study <br />Commission, seconded by Councilman Taylor. The motion carried unanimously.. <br />Councilman Serge wondered about the legality of certain portable neon signs being set up on the <br />sidewalks at certain business establishments in the city. Mr. Rollin Farrand, Director of the <br />Department of Public Works, indicated that, quite frequently, the signs were not legal if set up <br />in the right -of -way. He indicated that the problem of wiring must be taken care of from the <br />electrical standpoint and the wiring could not interfere with pedestrian traffic. He asked that <br />any complaints be referred to his department or the Building Department for appropriate action. <br />Councilman Newburn talked about the junk yard located on South Main Street. He indicated that a <br />fence had been constructed but now the cars were being parked and stored outside the fence area. <br />He asked that something be done to correct the situation. Mr. Rollin Farrand, Director of the <br />Department of Public Works, indicated that he would direct some attention to that specific problem <br />and the matter would be resolved. <br />Councilman Szymkowiak indicated that, at the corner of College and Washington Street, there were <br />junk cars stored. He hoped Mr. Farrand could also take care of that problem. Mr. Farrand indicate <br />that it was hoped the city could purchase the property; however, there had been some problems with <br />the mortgage for the property, etc. Councilman Szymkowiak felt the owner was in violation of the <br />city's ordinances, and he should be made to correct the problem - -not force the city to purchase hi; <br />property so that it would be cleaned up. <br />Councilman Miller wondered about a starting date for the construction of the Randolph Street <br />retention basin. Mr. Farrand indicated that the appraisals were quite old and had to be updated. <br />He stated that a counter -offer had been made for the property based on the updated appraisal. <br />Councilman Miller requested that, in the meantime, the area be mowed and the city maintain the <br />property including the removal of rubble. Mr. Farrand indicated that this would be done. <br />Councilman Kopczynski referred to the old zoning violations he -had brought to the attention of the <br />city and nothing had been done about them. He wondered why the violations had not been pursued. <br />He felt some people have been discriminated against, and he stated that he had specific cases of <br />the small businessmen being "pushed around ". He felt there was a possibility of malfeasance con- <br />cerning this matter. He stated that he wanted to get together with the board in an effort to get <br />
