within the sole discretion of the Board of Public Works or its designee. Unless otherwise designated, <br />parking spaces shall be committed on a first come, first served basis. In the event that demand for <br />parking exceeds supply, first priority for parking spaces shall be given to parking provided pursuant <br />to a one (1) year contract wherein payment for same is both timely and current. Second priority shall <br />be given to parking provided on a month-to-month basis wherein payment for same is both timely <br />and current. <br />SECTION II. The following hourly rates shall be charged per vehicle for parking at the Colfax <br />Street Parking Garage, the Jefferson Street Parking Garage, and the Wayne Street Parking Garage: <br />Hours Old New <br /> Rate Rate <br />0 - 2 hours Free Free <br />2 to 3 hours $ 1.50 $ 3.00 <br />3 to 5 hours $ 2.00 $ 4.00 <br />5 to 24 hours $ 3.00 $ 5.00 <br />Special Event $ 2.00 $ 5.00 <br />SECTION III.
