<br />distribution. Mr. Gene Evans, Executive Secretary of the Civic Planning Association, complimented
<br />the Council and the administration on the manner in which the budget had been considered. He stat
<br />that he was impressed by the manner in which the work was done and the cuts were accomplished. He
<br />expressed disappointment, however, in the certification of a rate of $5.10, although he admitted
<br />that he did not know where the 10� could be removed to bring the rate down to $5.00. He stated
<br />that the taxpayers would have to provide the additional 10�. He hoped that future cuts could be
<br />made. Mr. Irvin Sikorski, 145 North Woodhill Lane, suggested that the vinyl roof tops and air -
<br />conditioning be eliminated in the purchase of the new police cars in an effort to cut costs.
<br />Councilman Parent felt that a tremendous number of cuts had been made in the budget when the
<br />increasing costs of services were considered. He stated that the Council has, over the last three
<br />years, made huge cuts in the budget. He stated that this year some services simply had to be cut.
<br />Councilman Szymkowiak indicated that there was a city election in 1975 that would be costly. He
<br />hoped that, in time, this matter would not be put on the tax rolls. He felt the Council and the
<br />administration had done a good job in reducing the budget. Council President Nemeth stated that,
<br />in 1972, the tax rate as proposed had been $5.65; and the Council had cut it to $5.27. This year,
<br />the,.tax rate as proposed had been $5.59 and the Council had cut it to $5.10. He felt this showed
<br />that everyone on the Council and the various department heads were doing their jobs in responsible
<br />fashion. He questioned whether or not the city was actually over the frozen rate. He indicated
<br />that that would be known when an appeal was taken by the city. He thanked the Controller's Office
<br />for their assistance in the final calculations, and he expressed appreciation to his fellow
<br />councilman.
<br />Councilman Szymkowiak made a motion that the tax levy ordinance be recommended favorably to the
<br />Council, as amended, seconded by Councilman Serge. The motion carried.
<br />There being no further business to come before the Committee on Finance, Council President Nemeth
<br />made a motion to rise and report to the Council, seconded by Councilman Horvath. The motion
<br />carried. Councilman Szymkowiak asked for a short recess. Recessed at 8:15 p.m.

<br />reconvened in the Council Chambers at 8:40 p.m., August 27th, Council President Nemeth presiding
<br />and eight members present with Councilman Taylor absent.
<br />REPORT FROM THE COMMITTEE ON MINUTES
<br />To the Common Council of the City of South Bend:
<br />Your committee on the inspection and supervision of the minutes, would respect-
<br />fully report that they have inspected the minutes of the August 12, 1974, regular
<br />meeting of the Council and found them correct.
<br />They, therefore, recommend that the same be approved.

<br />Councilman Kopczynski made a motion that the report be accepted as read and placed on file and the
<br />minutes be approved, seconded by Councilman Horvath. The motion carried.
<br />REPORT FROM THE COMMITTEE ON FINANCE
<br />Councilman Miller made a motion to waive the reading of the report of the Committee on Finance,
<br />seconded by Councilman Kopczynski. A roll call vote was taken with Councilmen Serge, Szymkowiak,
<br />Miller, Parent, Kopczynski, Horvath, Newburn and Nemeth voting aye and Councilman Taylor absent.
<br />Council President Nemeth indicated that the report could not be waived unanimously because of the
<br />absence of Councilman Taylor. He asked that the record show the following report:
<br />A tax rate of $5.59 on each hundred dollars of assessed valuation had been proposed.
<br />The Committee on Finance had conducted its public hearing and recommended to the
<br />Council that the rate be amended to $5.10.
<br />A budget of $20,500,000 had been proposed. The Committee on Finance had conducted
<br />its public hearing and recommended to the Council that the budget be amended to
<br />approximately $18,500,000.

<br />Gentlemen:
<br />The attached rezoning petition of Monica M. Peak was legally advertised
<br />August 10, and August 17, 1974. The Area Plan Commission was prepared to give it
<br />a public hearing August 20, 1974. However, the petition was withdrawn from considera-
<br />tion of the Area Plan Commission upon the written request of attorney Nicholas P.
<br />Cholis, as follows:
