.s .7,57 <br />REGULAR MEETING SEPTEMBER 26, 1983 <br />Joseph County Employment and Training Consortium. <br />NOW, THEREFORE, BE IT RESOLVED that the Common Council of the CVity of South <br />Bend, Indiana: <br />SECTION I. Hereby authorizes the Mayor to enter into the attached Amended Charter <br />Agreement with St. Joseph County and Mishawaka under the Interlocal Cooperation Act, <br />I.C. 36 -1 -7 -1 et seq., which joint venture will thereby be the grant recipient and <br />administrative entity for purposes of the Job Training Partnership Act and the Comprehensive <br />Employment and Training Act of 1973, as amended. <br />SECTION II. The Mayor shall submit reports on Job Training Program Activities <br />at the end of each fiscal quarter, detailing expenditures and services performed. <br />SECTION III. This resolution shall be in full force and effect from and after <br />its passage by the Common Council and its approval by the Mayor. <br />/s/ Beverlie J. Tom Bodnar, Deputy City Attorney, indicated <br />this resolution is an amendment to the current CETA Consortium. He indicated that <br />effective October 1 the CETA program will be phased out and replaced by a program <br />established under the Jobs Training Partnershp Act. He indicated that the Private <br />Industry Council must be given a greater role in the organization. He indicated that <br />the Mayor of Mishawaka will become an official member of the five man governing board. <br />Council Member McGAnn made a motion to adopt this resolution, seconded by Council <br />Member Taylor. The resolution was adopted by a roll call vote of nine ayes. <br />BILLS, FIRST READING <br />ORDINANCE NO. 7254 -83 AN ORDINANCE AMENDING GENERAL ORDINANCE NO. 6622 -79, PASSED <br />AUGUST 13, 1979, AUTHORIZING THE ISSUANCE OF $6,000,000 CITY <br />OF SOUTH BEND, INDIANA, ECONOMIC DEVELOPMENT FIRST MORTGAGE <br />REVENUE BONDS (SOUTH BEND FORGE, INC. PROJECT) (ABS INDUSTRIES, <br />INC. - GUARANTOR) AND GENERAL ORDINANCE NO. 6781 -80, PASSED <br />MAY 27, 1980, AUTHORIZING THE ISSUANCE OF $3,000000 CITY OF <br />SOUTH BEND, INDIANA, ECONOMIC DEVELOPMENT FIRST MORTGAGE <br />REVENUE BONDS, SERIES 1980 (SOUTH BEND FORGE, INC. PROJECT) <br />(ABS INDUSTRIES, INC. - GUARANTOR); AND AUTHORIZING THE <br />EXECUTION AND DELIVERY OF AMENDED BONDS AND OF A SECOND <br />SUPPLEMENTAL TRUST INDENTURE AND SECOND SUPPLEMENTAL LOAN <br />AGREEMENT. <br />This bill had first reading. Council Member Taylor made a motion to suspend the <br />rules and have public hearing and second reading, seconded by Council Member Zielinski. <br />The motion carried on a roll call vote of nine ayes. This being the time heretofore <br />set for public hearing on the above bill, proponents and opponents were given an <br />opportunity to be heard. Kenneth Fedder, attorney for the Economic Development Commission, <br />made the presentation for the bill. He indicated that South Bend Forge, Inc., had <br />been sold to Steven J. Bandawat, who will assume the obligation and continue the <br />operation of the plant facility in South Bend, as well as maintain the employees <br />working presently at the plant. The passage of this bill will continue to assure the <br />operation of this facility in the South Bend area and the maintenance of the jobs. <br />Council Member McGann made a motion to pass this bill, seconded by Council member <br />Zielinski. The bill passed by a roll call vote of nine ayes. <br />BILL NO. 110 -83 <br />A BILL TRANSFERRING $7,738.00 BETWEEN VARIOUS ACCOUNTS WITHIN <br />THE EQUAL OPPORTUNITY IN HOUSING FUND OF THE HUMAN RIGHTS <br />COMMISSION. <br />This bill had first reading. Council Member Serge made a motion to set this bill for <br />public hearing and second reading October 10, and refer it to the Personnel and Finance <br />Committee, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 111 -83 <br />A BILL APPROPRIATING $70,000.00 FROM THE LOCAL ROAD AND <br />STREET FUND TO PROJECT R &S 71, LOGAN STREET IMPROVEMENTS, <br />WITHIN THE LOCAL ROAD AND STREET FUND. <br />This bill had first reading. Council Member Serge made a motion to set this bill for <br />public hearing and second reading October 10, and refer it to the Public Works Committee <br />seconded by Council Member Taylor. The motion carried. <br />BILL NO. 112 -83 A BILL APPROPRIATING $65,000.00 FROM THE LOCAL ROAD AND <br />STREET FUND TO PROJECT R &S 8305, TRAFFIC SIGNAL IMPROVEMENTS <br />ON IRELAND ROAD AND OTHER VARIOUS INTERSECTIONS WITHIN SOUTH <br />BEND, WITHIN THE LOCAL ROAD AND STREET FUND. <br />This bill had first reading. Council Member McGann made a motion to set this bill <br />for public hearing and second reading October 10, and refer at to the Public Works <br />Committee, seconded by Council Member Taylor. The motion carried. <br />
