REGULAR MEETING JULY 11, 1983 would be used for rehabilitation of the Hansel Center Carraige House. She indicated this approprition would be from 1983 Unspecified Local. Option funds currently planned at approximately $45,000 with an additional sum reflected in a transfer ordinance pending with the Council. Council Member Serge made a motion to recommend this bill to the Council favorable, seconded byCouncil Member Beck. The motion carried. BILL NO. 69 -83 A BILL CREATING POSITIONS AND FIXING MAXIMUM SALARIES AND WAGES OF EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA AS NECESSARY TO IMPLEMENT SUPPLEMENTAL COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS UNDER PUBLIC LAW 98 -8. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Colleen Rosenfield, Director of Community Development, made the presentation for the bill. She indicated this bill would authorize positions and set the maximum salary.for the positions, which are; activities outlined in the °Jobs Bill Applications. She indicated that three,positions were necessary in order to conduct the Neighborhood Paint -up Program; the Youth Service bureau position would be filled during the summer months of 1983 and 1984; and the. Rent- ArTeen Coordinator is planned as a full -time position. Council Member''S`zymkowiak made a: motion to- .recommend_ this bill to the Council favorable, seconded by Council Member Beck. The motion carried. JEFFER- SON.) This bill had second reading. Council Member Taylor made a motion to amend the bill, as amended in the Committee of the Whole, seconded by Council Member Zielinski. The motion carried. ALLEN.) This bill had second reading. Council Member.Serge made a motion to pass this bill, seconded by Council Member Szymkowiak. The bill passed by a roll call vote of nine ayes. ORDINANCE NO. 7214 -83 AN ORDINANCE APPROPRIATING MONIES FOR OPERATION OF THE YOUTH SERVICE BUREAU RUNAWAY SHELTER. This bill had second reading. Council Member Serge made a motion to pass this bill, seconded by Council Member Szymkowiak. The bill passed by a roll call vote of nine ayes. ORDINANCE NO. 7215 -83 AN ORDINANCE APPROPRIATING $1,400,000.00 FROM THE SECTION 108 LOAN GUARANTEE PROGRAM OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, AS.AMENDED, FOR ACQUISITION RELOCATION, CLEARANCE, AND SITE IMPROVEMENT ACTIVITIES IN THE CENTRAL BUSINESS DISTRICT TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE DEPARTMENT OF REDEVELOPMENT. This bill had second reading. Council Member Taylor made a motion to pass this bill, seconded by Council Member Zielinski. The bill passed by a roll call vote of seven ayes,and two nays (Council Members Crone and Voorde.) ORDINANCE NO. 7216 -83 AN ORDINANCE APPROPRIATING $1,100,000.00 FROM THE SECTION 108.LOAN GUARANTEE PROGRAM OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, AS AMENDED, FOR ACQUISITION, RELOCA- TION, CLEARANCE, AND SITE IMPROVEMENT ACTIVITIES IN THE EAST BANK DEVELOPMENT AREA, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE DEPARTMENT OF REDEVELOPMENT.
