41. <br />RE(',juTR MFFTING JULY 11. 1983 <br />BILL NO. 64 -83 <br />A BILI;­APPROPRIATING MONIES FOR OPERATION OF THE YOUTH'SERVTCE <br />BUREAU RUNAWAY SHELTER. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Bonnie Strycker, Director of <br />the Youth Service Bureau, made the presentation for the bill. She indicated this <br />appropriation was for the operation of the Runaway Shelter for the period of July 1, <br />1983 through June 30, 1984. She indicated that the Shelter has suffered funding cuts <br />and she was currently working with City and County officials as well as foundations <br />to restore the $26,500. Council member Szymkowiak made a motion to recommend this <br />bill to the Council favorable, seconded by Council Member Harris. The motion carried. <br />Council member Taylor made a motion to combine public hearing on bill' nos. 65 and 66- <br />83, seconded by Council member McGann. The motion carried. <br />BILL NO. 65 -83 <br />BILL NO. 66 -83 <br />A BILL APPROPRIATING $1,400,000.00 FROM THE SECTION 108 LOAN <br />GUARANTEE.PROGRAM.,OF THE HOUSING AND COMMUNITY DEVELOPMENT <br />ACT OF 1974, AS AMENDED, FOR ACQUISITION - RELOCATION;,- ..CLEARANCE, <br />AND SITE IMPROVEMENT ACTIVITIES IN THE - CENTRAL BUSINESS <br />DISTRICT TO BE ADMINISTERED BY THE CITY _OF.SOUTH_BEND THROUGH <br />THE DEPARTMENT OF REDEVELOPMENT. <br />AaBILL1APPROPRiATING $1,100,000.00 FROM. THE SECTION 108 LOAN <br />GUARANTEE PROGRAM OF THE HOUSING AND COMMUNITY DEVELOPMENT <br />ACT OF 1974, AS AMENDED, FOR ACQUISITION, RELOCATION, CLEARANCE, <br />"AND -SITE :IMPROVEMENT ACTIVIT:I.ES IN THE EAST BANK DEVELOPMENT`., . <br />AREA, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND,THROUGH <br />THE DEPARTMENT OF REDEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bills, proponents <br />and opponents were given an opportunity to be heard. Colleen Rosenfeld, Director of <br />Community Development, made the presentation for the bills. She indicated these <br />appropriations were Section 108 Loan Guarnatte Program moneys of the Department of <br />Housing and Urban Development. She indicated the moneys would be used for downtown <br />development as outlined in the 1983 Community Develpment application. She indicated <br />that HUD has approved the Section 108 loan which will include activities designed to <br />strengthen and enhance existing retail through :public works and improvements and <br />acquisition. She indicated that Section 108 funds will be used in the East Bank <br />Developmetn Area as outlined by the 1983 Community Development application. She <br />indicated that HUD has approved the Section 108 loan which includes acquisition., <br />relocation, demolition, site preparation and improvements. Jon Hunt, Director of <br />Economic Development, indicated that currently there is more interest in the East <br />Bank and downtown projects than they have had for the last few years. He gave.a <br />summary of what was happening..in both project.areas, as well as some of.their, proposals. <br />Janet Allen, 125 W. Marion, indicated she.'did not think public hearing should'.be <br />combined on both of these bills. She indicated she was opposed to giving 1,400,000 <br />to the City when they do not specifically know what they are going to do with the <br />money. Council Member Crone asked if we have to pay interest on the 108"loan,. Jon - <br />Hunt indicated we would be borrowing against future entitlements and would pay approximate: <br />9 to" l interest: Council' Member Serge made a`­ motion to recommend Bill No. 65 -83` to <br />the Council favorable, seconded by Council Member" °Beck. The motion carried." Council <br />Member Beck made a motion to recommend Bill No. 66 -83 to the Council favorable., seconded <br />by Council Member Serge. The motion carried. <br />BILL NO. 67 -83 <br />A BILL APPROPRIATING $1,557,000.00 IN SUPPLEMENTAL COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDING FOR PROGRAM YEAR 1983. THE <br />SUPPLEMENTAL FUNDING IS MADE AVAILABLE UNDER PUBLIC LAW 98 -8 <br />AND WILL BE USED TO DEFRAY THE EXPENSES OF THE DIVISION OF <br />COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, <br />AND DESIGNATED SUBGRANTEE AGENCIES. THE FUNDS WILL BE ADMINI <br />THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. She indicated the bill <br />should be amended by substitution of a new bill on file with the City Clerk. Council <br />Member Beck made a motion to accept the substitute bill, seconded by Council Member <br />Harris. The motion carried. She,indicated this appropriation reflects the projects <br />planned in supplemental Community Development Block Grant funding made available <br />under Public Law 98 -8.. She indicated the activities and amounts are as they appeared <br />in the` " Final Statement of� Community D "evelopment ,: s <br />Objectiveand Projected Use of <br />Funds Appropriations- Act`." Council Member° Beck``Made a-motion to recommend this bill <br />to the Council favorable, as amended, seconded by Council member Voorde.
