ii <br />REGULAR MEETING MARCH 281 1983 <br />WHEREAS, the Common Council of the City of South Bend, Indiana, notes with extreme <br />sadness the passing of Herbert G. Butler, the Director of the South Bend Symphony; <br />and <br />WHEREAS, the Council recognizes with pride the years of 1975 through 1983 when <br />the South Bend Symphony Orchestra was conducted by Herbert G. Butler, and established <br />a­-Pops Series and a Family Concert Series; and <br />WHEREAS, the impact of Herbert G. Butler on the cultural life of this Community <br />and his many contributions will be long remembered; and <br />WHEREAS, the legacy of this truly professional musician and conductor will live <br />on in not only the members of the South Bend Symphony members but also through the <br />many thousands of persons who were touched by his musical talent and leadership. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of theCity ofSouth Bend, <br />Indiana, as follows: <br />SECTION I. On behalf of the citizens of South Bend, Indiana, the Common Council <br />hereby publicly commemorates the late Herbert G. Butler for a life of dedicated service <br />and contributions to the cultural life of our Community, as the conductor of the <br />South Bend Symphony. <br />SECTION II. The Common Council expresses its deepest sympathy to Mary Butler <br />and her -two children, David and Jeffrey, and the entire Butler family, and hope that <br />the rich and abundant memories of Herbert G. Butler will help brighten the days head. <br />SECTION III. This Resolution shall be in full force and effect from and ater <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Joseph T. Serge <br />/s/ Walter M. Harris, Jr. <br />/s/ John Voorde <br />A public hearing was held on the resolution at this time. Beverlie Beck read the <br />resolution. Mark Kurowski, 1227 Congress, spoke in favor of this resolution. Council <br />Member Taylor made a motion to adopt this resolution, seconded by Council Member <br />Zielinski. The resolution was adopted by a roll call vote of nine ayes. <br />REPORTS <br />Council Member Harris indicated that the Public Safety Committee had met regarding a <br />county -wide communication system. <br />Council Member Taylor indicated that the Human Resources and Economic Development <br />Committee had met on bill nos. 21 and 22 -83 and recommended them favorable. <br />Council Member Szymkowiak indicated that the Utilities Committee had met on bill nos. <br />23 and 24 -83 and recommended them favorable. <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded <br />by Council Member Zielinski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee <br />of the Whole on March 28, 1983, at 7:14 p.m., with nine members present. Chairman <br />Zielinski presiding. <br />BILL NO. 25 -83 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (OLIVE - SAMPLE AREA.) <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. David Behr, a representative of <br />Area Plan, made the presentation for the bill. He indicated this rezoning was for <br />right -of -way for the Olive- Sample overpass. Council Member Serge made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Harris. The <br />motion carried. <br />
