REGULAR MEETING SEPTEMBER 27, 1982 <br />A public hearing was held on the resolutions at this time. Jon Hunt, Director of <br />Redevelopment, indicated these applications are for a grant of $11,202 for support <br />of a Targeted Jobs Coordinator; and $100,000 which will be used in continued efforts <br />to market the Studebaker Cooridor, as well as the City as a whole. Council Member <br />Beck made a motion to adopt Resolution No. 935 -82, seconded by Council Member Taylor. <br />The resolution was adopted by a roll call vote of nine ayes. Council Member Zielinski <br />made a motion to adopt Resolution No. 936 -82, seconded by Council Member Taylor. <br />The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 997 -82 <br />A RESOLUTION OF THE COMMON COUNCIL AUTHORIZING THE MAYOR TO <br />EXECUTE DOCUMENTS NECESSARY TO ENTER INTO AN URBAN DEVELOPMENT <br />ACTION GRANT AGREEMENT WITH THE UNITED STATES DEPARTMENT OF <br />HOUSING AND URBAN DEVELPMENT <br />WHEREAS, the Mayor has lsubmitted an application and amendments thereto for an <br />Urban Develpment Action Grant to the United States Depatment of Urban Development <br />for purposes of acquiring public right -of -way, preparing a site and roadway through <br />soil stablization, excavation, backbill, constructing, improving, and signalization <br />of access roadways, extending water and sewer lines, and direct participation in the <br />develpment of an ethanol plant in the City of South Bend; and <br />WHEREAS, in order to enter into such a grant, should the award be forthcoming <br />from the Secretary of the United States Department of Housing and Urban Development, <br />it is necessary for the Council to authorize the Mayor to enter into certain agreements <br />and execute certain documents required by the United States Department of Housing <br />and Urban Development; and <br />WHEREAS, the Common Council of the City of South Bend supports the development <br />of industrial opportunity in the CIty, including the activities addressed in the <br />grant application; <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the CIty of South Bend, <br />Indiana, as follows: <br />SECTION I. The Mayor has the authority to enter into agreements and execute <br />documents necessary to implement an Urban Development Action Grant from the United <br />States Department of Housing and Urban Development to the City of South Bend for <br />purposes relating to facilitating the location in South Bend of an Ethanol Plant. <br />SECTION 2. This resolution shall be in full force and effect upon passage by <br />the Common Council and approval by the Mayor, contingent upon notification to the <br />City of South Bend that the Urban Development Action Grant has been awarded to the <br />City. <br />/s/ Beverlie J.Beck <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Council <br />Member Szymkowiak made a motion to adopt this resolution, seconded by Council Member <br />Serge. The resolution was adopted by a roll call vote of nine ayes. <br />BILLS. FIRST READING <br />BILL NO. 107 -82 A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK <br />UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990- <br />68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF <br />THE CITY OF SOUTH BEND (1329 EAST WASHINGTON.) <br />This bill had first reading. Council Member Taylor made a motion to this bill to <br />Area Plan, seconded by Council Member Beck. The motion carried. <br />BILL NO. 108 -82 <br />A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED <br />OFFICERS AND EMPLOYEES OF THE DEPARTMENT OF CODE ENFORCEMENT <br />OF THE CITY OF SOUTH BEND FOR THE YEARS 1982, AND 1983. <br />This bill had first reading. Council Member Beck made a motion to set this bill for <br />public hearing and second reading October 11, 1982, and refer it to the Committee of <br />the Whole, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 109 -82 <br />A BILL APPROVING A CONTRACT BETWEEN LAYNE - NORTHERN AND THE <br />BOARD OF WATER WORKS COMMISSIONERS IN THE AMOUNT OF <br />$32,000.00 FOR THE CONSTRUCTION OF A WELL AT THE EDISON <br />WELL FIELD. <br />This bill had first reading. Council Member Crone made a motion to set this bill <br />for public hearing and second reading October 11, 1982, and refer it to the Utilities <br />Committee, seconded by Council Member Beck. The motion carried. <br />BILL NO. 110 -82 A BILL APPROVING A CONTRACT BETWEEN PEERLESS - MIDWEST AND <br />THE BOARD OF WATER WORKS COMMISSIONERS IN THE AMOUNT OF <br />$64,963.00 FOR THE CONSTRUCTION OF A WELL AT THE RUM VILLAGE <br />SITE. <br />
