<br />SECTION II. The Common Council publicly acknowledges Councilman Dombrowski's
<br />many contrib tions to help improve the quality of life in South Bend, and wishes him
<br />and his family continued good fortune in the days ahead.
<br />SECTION III. This Resolution shall be in full force and effect by the Common
<br />Council and approval by the Mayor.

<br />Council President McGann read the resolution, and presented a framed copy to Mr.
<br />Dombrowski.

<br />Council Member Voorde indicated that the Human Resources Committee had met regarding
<br />real and personal tax abatement for 802 S. Fellows and made a favorable recommenda-
<br />tion.
<br />Council- Member Taylor made a motion to resolve into the Committee of the Whole,
<br />seconded by Council Member Zielinski. The motion carried.
<br />COMMITTEE OF THE WHOLE
<br />Be it remembered that the Common Council of the City of South Bend met in the Com-
<br />mittee of the Whole on July 12, 1982, at 7:07 p.m., with six members present. Chair-
<br />man Voorde presiding.
<br />BILL NO. 48 -82 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY
<br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND,
<br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (530 E. IRELAND.)
<br />Council President McGann indicated he had received a letter from the petitioner
<br />asking that this be withdrawn. He made a motion to strike this bill, seconded by
<br />Council Member Taylor. The motion carried.
<br />BILL NO. 33 -82
<br />A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK
<br />UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990-
<br />68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF
<br />THE CITY OF SOUTH BEND (CENTRAL HIGH SCHOOL.)
<br />Now is the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. John Oxian, Vice President of the
<br />Historic Preservation Commission, made the presentation for the bill. He indicated
<br />that the Commission recommended that the former Central High School be declared a
<br />landmark because of its architectural important, as well as its historic significance.
<br />He indicated this building was ranked a thirteen architectually, which is the top
<br />ranking. Josephine Curtis, 1053 N. Elmer; Fred Rice, 717 S. Kentucky; Marguerite
<br />DeGroote, 1017 E. Madison; Charles Rhoades, 625 S. Clearview; Vermont Harter, 16050
<br />Ireland Road; Dominic DaCasta, 754 Cottage Grove; James Lewis Casaday, 1520 Marigold
<br />Way; Bert Handwork, 1111 N. Niles; spoke in favor of giving landmark status to Central.
<br />Council Member McGann made a motion to recommend this bill to the Council favorable,
<br />seconded by Council Member Taylor. The motion carried.
<br />Council Member Taylor made a motion to recess, seconded by Council Member McGann.
<br />The motion carried and the meeting was recessed at 8:05 p.m., and reconvened at 8:20
<br />p.m.

<br />A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK
<br />UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990-
<br />68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF
<br />THE CITY OF SOUTH BEND (644 MONROE.)
<br />Now is the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. John Oxian, Vice President of the
<br />Historic Preservation Commission, made the presentation for the bill. He indicated
<br />this home was ranked as a twelve architectually, which is a superior building. Mike
<br />Allen, 644 E. Monroe, the owner of the home, spoke in favor of granting this landmark
<br />status. Council Member Taylor made a motion to recommend this bill to the Council
<br />favorable, seconded by Council Member McGann. The motion carried.
<br />BILL NO. 66 -82
<br />A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE
<br />EAST -WEST 1/2 ALLEY WHICH EXTENDS FROM LAFAYETTE ST., ON
<br />THE EAST TO THE NORTH -SOUTH ALLEY ON THE WEST AND IMMEDIATELY
<br />ABUTTED BY LOTS 64 & 65 OF SOUTH BEND CITY ADDITION.
<br />Now is the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. Doug Carpenter, 1120 Sunnymede,
<br />made the presentation for the bill. He indicated this alley was being vacated in
<br />order to build an industrial building. Council Member McGann made a motion to recommend
<br />this bill to the Council favorable, seconded by Council Member Taylor. The motion
<br />carried.
