Kevin Horton, Deputy Di- <br />rector of Redevelopment, indicated that this request for tax abatement was for the <br />relocation of Griffon Bookstore. Council Member Serge made a mtoion to adopt this <br />resolution, seconded by Council member Szymkowiak. The resolution was adopted by a <br />roll call vote of.nine ayes. <br />RESOLUTION NO. 958 -82 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT TO THE UNTIED <br />STATES GOVERNMENT, DEPARTMENT OF HOUSING AND URBAN DEVELOP- <br />MENT, AN APPLICATION FOR 1982 COMMUNITY DEVELOPMENT BLOCK <br />GRANT FUNDS UNDER TITLE I OF THE HOUSING AND COMMUNITY DE- <br />VELOPMENT ACT I OF 1977 AS AMENDED IN THE HOUSING AND COM- <br />MUNITY DEVELOPMENT ACT OF 1981. <br />WHEREAS, the Mayor of the City of South Bend, Indiana, is the Chief Executive <br />Officer of the City, and is the applicant for Community Develpment Block Grant Funds <br />under Title I of the Housing and Community Development Act of 1977, as amended by the <br />Housing and Community Development Act of 1981. <br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, <br />Indiana: <br />SECTION I. That the Mayor of ther City of South Bend, Indiana is hereby author- <br />ized to submit the 1982 Community Development Block Grant Application to the United <br />States Government under title I of the Housing and Community Development Act of 1977 <br />as amended by the Housing and Community Development Act of 1981. <br />SECTION II. That the Common Council of the City of South Bend, Indiana, hereby <br />requests that the Mayor submit the 1982 Community Development Block Grant Application <br />to the Common Council for review and comment prior to the date upon which the Com- <br />munity Development Block Grant Application must be filed with the Department of Hous- <br />ing and Urban Development. <br />SECTION III. That for every activity, project, or program to be funded under <br />this Resolution, the Mayor shall submit to the Common Council an appropriation ordi- <br />nance prior to expenditure of any Community Development Block Grant funds received <br />upon approval of this application. <br />SECTION IV. That this Resolution shall be in full force and effect from and <br />after its adoption by the Common Council and approval by the Mayor. <br />/s/ Lewis A. Jon Hunt Director of Eco- <br />nomic Developmetn and Redevelopment, indicated this application was for the 1982 CDBG <br />funding. Council Member Beck made a motion to amend this resolution by incorporating <br />the attached document, seconded by Council Member Dombrowski. The motion carried. <br />Floyd Carter, 1619 Fassnacht, indicated he supported this application with reserva- <br />tions regarding the traffic signal that is needed on the Orange - Colfax Connector. <br />Glendarea Hernandez, 702 E. Scott, spoke against this resolution. She indicated she <br />was not pleased with all the priorities in the application. Jane Swan, 1706 S. Wal- <br />nut, and Jeff Gibney, 726 W. Washington, spoke regarding items not funded in this <br />application. Jon Hunt indicated that the traffic control on the Orange - Colfax Con- <br />nector was presently under study. Council Member Szymkowiak made a motion to adopt <br />this resolution, seconded by Council Member Beck. The resolution was adopted by a <br />roll call vote of nine ayes. <br />BILL NO. 46 -82 A BILL APPROPRIATING FUNDS FROM THE SEWER REPAIR FUND TO <br />CERTAIN LINE ITEMS WITHIN THE SEWER REPAIR INSPECTORS BUDGET <br />OF THE SEWER REPAIR FUND. <br />This bill had first reading. Council Member Beck made a motion to refer this bill <br />the Utilities Committee, seconded by Council Member Crone. The motion carried. <br />BILL NO. 47 -82 <br />A BILL APPROVING CONTRACTS FOR THE PURCHASE OF MOTOR EQUIP- <br />MENT BETWEEN THE SOUTH BEND WATER WORKS, BUREAU OF SEWERS, <br />BUREAU OF SOLID WASTE AND SHAMROCK FORD, JORDAN FORD, SOUTH <br />BEND GATES AND RIES EQUIPMENT COMPANY. <br />This bill had first reading. Council Member Beck made a motion to set this bill for <br />public hearing and second reading May 24, 1982, seconded by Council Member Taylor. <br />The motion carried. <br />BILL NO. 48 -82 <br />A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (530 E. IRELAND ROAD.) <br />This bill had first reading. Council Member Taylor made a motion to refer this bill <br />Area Plan, seconded by Council Member Beck. The motion carried. <br />
