McGann Member of the Common Council A public hearing was held on the resoluton at this time. Kevin Horton, Deputy Di- rector of Redevelopment, indicated that this request for tax abatement was for the relocation of Griffon Bookstore. Council Member Serge made a mtoion to adopt this resolution, seconded by Council member Szymkowiak. The resolution was adopted by a roll call vote of.nine ayes. RESOLUTION NO. 958 -82 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT TO THE UNTIED STATES GOVERNMENT, DEPARTMENT OF HOUSING AND URBAN DEVELOP- MENT, AN APPLICATION FOR 1982 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS UNDER TITLE I OF THE HOUSING AND COMMUNITY DE- VELOPMENT ACT I OF 1977 AS AMENDED IN THE HOUSING AND COM- MUNITY DEVELOPMENT ACT OF 1981. WHEREAS, the Mayor of the City of South Bend, Indiana, is the Chief Executive Officer of the City, and is the applicant for Community Develpment Block Grant Funds under Title I of the Housing and Community Development Act of 1977, as amended by the Housing and Community Development Act of 1981. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, Indiana: SECTION I. That the Mayor of ther City of South Bend, Indiana is hereby author- ized to submit the 1982 Community Development Block Grant Application to the United States Government under title I of the Housing and Community Development Act of 1977 as amended by the Housing and Community Development Act of 1981. SECTION II. That the Common Council of the City of South Bend, Indiana, hereby requests that the Mayor submit the 1982 Community Development Block Grant Application to the Common Council for review and comment prior to the date upon which the Com- munity Development Block Grant Application must be filed with the Department of Hous- ing and Urban Development. SECTION III. That for every activity, project, or program to be funded under this Resolution, the Mayor shall submit to the Common Council an appropriation ordi- nance prior to expenditure of any Community Development Block Grant funds received upon approval of this application. SECTION IV. That this Resolution shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. /s/ Lewis A. Jon Hunt Director of Eco- nomic Developmetn and Redevelopment, indicated this application was for the 1982 CDBG funding. Council Member Beck made a motion to amend this resolution by incorporating the attached document, seconded by Council Member Dombrowski. The motion carried. Floyd Carter, 1619 Fassnacht, indicated he supported this application with reserva- tions regarding the traffic signal that is needed on the Orange - Colfax Connector. Glendarea Hernandez, 702 E. Scott, spoke against this resolution. She indicated she was not pleased with all the priorities in the application. Jane Swan, 1706 S. Wal- nut, and Jeff Gibney, 726 W. Washington, spoke regarding items not funded in this application. Jon Hunt indicated that the traffic control on the Orange - Colfax Con- nector was presently under study. Council Member Szymkowiak made a motion to adopt this resolution, seconded by Council Member Beck. The resolution was adopted by a roll call vote of nine ayes. BILL NO. 46 -82 A BILL APPROPRIATING FUNDS FROM THE SEWER REPAIR FUND TO CERTAIN LINE ITEMS WITHIN THE SEWER REPAIR INSPECTORS BUDGET OF THE SEWER REPAIR FUND. This bill had first reading. Council Member Beck made a motion to refer this bill the Utilities Committee, seconded by Council Member Crone. The motion carried. BILL NO. 47 -82 A BILL APPROVING CONTRACTS FOR THE PURCHASE OF MOTOR EQUIP- MENT BETWEEN THE SOUTH BEND WATER WORKS, BUREAU OF SEWERS, BUREAU OF SOLID WASTE AND SHAMROCK FORD, JORDAN FORD, SOUTH BEND GATES AND RIES EQUIPMENT COMPANY. This bill had first reading. Council Member Beck made a motion to set this bill for public hearing and second reading May 24, 1982, seconded by Council Member Taylor. The motion carried. BILL NO. 48 -82 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) (530 E. IRELAND ROAD.) This bill had first reading. Council Member Taylor made a motion to refer this bill Area Plan, seconded by Council Member Beck. The motion carried.
