-f <br />REGULAR MEETING FEBRUARY 8, 1982 <br />WHEREAS, the Area Plan Commission has submitted to the Council its written order <br />approving for the Declaratory Resolution to the Council; and <br />WHEREAS, notice of the adoption of a Declaratory Resolution and public hearing <br />for the purposes of hearing persons in favor of the proposed project and those re- <br />mostrators who were opposed to the proposed project; and <br />WHEREAS, the Council has determined the public utility and benefit of the pro- <br />ject. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the Common Council hereby confirms its Declar- <br />atory Resolution designating the area described herein as an Urban <br />Development Area for purposes of tax abatement consideration and con- <br />firm its determination of the project's public utility and benefit. <br />SECTION II. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Lewis A. Patrick McMahon, Director <br />of Redevelopment, this designation relates to the first parcel sold in the Monroe - <br />Sample Development Area. Council Member Serge made a motion to adopt this resolu- <br />tion, seconded by Council Member Dombrowski. The resolution was adopted by a roll <br />call vote of eight ayes. <br />RESOLUTION NO. 943 -82 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, RECOMMENDING THAT THE CITY ADMINISTRATION CONSIDER <br />EARMARKING A PORTION OF THE MISCELLANEOUS REVENUES GENERATED <br />FROM THE $50.00 SNOW EMERGENCY TICKETS FOR THE PURCHASING OF <br />V- BLADES FOR THE CITY SANITATION TRUCKS. <br />WHEREAS, the Common Council of the City of South Bend, Indiana, recognizes that <br />several hundred $50.00 snow emergency tickets have been issued this winter; and <br />Whereas, the Common Council recognizes that the City will receive a substantial <br />amount of miscellaneous revenue through the payment of these fines; and <br />WHEREAS, the Common Council believes that the public should benefit directly <br />from some of this revenue by earmarking a portion of it for the purpose of equipping <br />each City Sanitation truck with a V -blade beneath the body of the truck; and <br />WHEREAS, the Common Council believes that if each City Sanitation truck was <br />properly equipped with a V -blade during the months of mid - November through the begin- <br />ning of April, that each truck could assist in opening many public alleys throughout <br />the City during this period of time; and <br />WHEREAS, the Common Council believes that this project is in the public in- <br />terest, and should be strongly supported. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. The Common Council of the City of South Bend, Indiana, recommends <br />that the City Administration consider ear - marking a portion of the miscellaneous <br />revenues generated from the fines of the snow emergency tickets for the purpose of <br />equipping each City Sanitation truck with a V -blade beneath the body of the truck to <br />help assist in opening public alleys during the winter season. <br />SECTION II. The Common Council believes that this project would be a positive <br />use of such unanticipated revenues, and would directly benefit the general public of <br />the City of South Bend. <br />SECTION III. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Walter M. Council Member Szymkowiak <br />indicated that by putting V- blades on the trash trucks this will allow the alleys to <br />be cleaned during snow storms. He indicated trash service will be better and the <br />cost of the V- blades is not that expensive. Frederick Mutzl, 320 Parkovash, spoke in <br />support of this resolution. He indicated tha the City of Milwaukee has plows on all <br />their trash trucks. Council Member Taylor made a motion to adopt this resolution, <br />seconded by Council Member Beck. The resolution was adopted by a roll call vote of <br />seven ayes and one nay (Council Member Voorde.) <br />
