<br />REGULAR MEETING
<br />JANUARY 25, 1982
<br />Be it remembered that the Common Council of the City of South Bend met in the Council
<br />Chambers of the County -City Building on Monday, January 25, 1982, at 7:00 p.m. The
<br />meeting was called to order and the Pledge to the Flag was given.
<br />ROLL CALL Present: Council Members Szymkowiak Beck, Taylor, Zielin-
<br />ski, Dombrowski, Voorde and McGann
<br />Absent: Council Members Serge and Crone
<br />SPECIAL BUSINESS
<br />Council Member Voorde made a motion to reappoint Lois Haber to the ACTION Board, and
<br />Terry Miller to the Century Center Board, seconded by Council Member Beck. The mo-
<br />tion carried.
<br />Richard Hill, City Attorney, asked for suspension of rules to have first reading,
<br />public hearing and second reading on a bill filed with the City Clerk, to reduce the
<br />fine for parking on streets in a snow emergency to $25. Council Member Taylor made a
<br />motion to suspend the rules, seconded by Council Member Beck. The motion failed on a
<br />roll call vote of five ayes and two nays (Council Member Szymkowiak and Dombrowski.
<br />Richard Hill, City Attorney, indicated he had a second bill that wuld change the
<br />designation of the various snow conditions to provide the City with more flexibility.
<br />He indicated he would like suspension of rules to have first reading. Council Member
<br />Beck made a motion to suspend the rules, seconded by Council Member Taylor. The
<br />motion failed on a roll call vote of five ayes and two nays (Council Members Szym-
<br />kowiak and Dombrowski.)
<br />REPORTS
<br />Council Member Voorde indicated that the Human Resources and Economic Development
<br />Committee had met and unanimously recommended that property located at 606 E. Bronson
<br />be declared an Urban Development Area. Council Member Dombrowski made a motion to
<br />resolve into the Committee of the Whole, seconded by Council Member Taylor. The
<br />motion carried.

<br />mittee of the Whole on Monday, January 25, 1982, at 7:24 p.m., with seven members
<br />present. Chairman Voorde presiding.
<br />BILL NO. 138 -81
<br />A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK
<br />UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990 -68,
<br />AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE
<br />CITY OF SOUTH BEND (701 LASALLE.)
<br />Now is the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. John Oxian, Vice President of the
<br />Historic Preservation, made the presentation for the bill. He indicated this home
<br />was architectually superior. He indicated that with the repairs the owners have made
<br />it could even be eligible for national landmark status. Council Member Dombrowski
<br />made a motion to recommend this bill to the Council favorable, seconded by Council
<br />Member Zielinski. The motion carried.

<br />Now is the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. John Leszczynski, Director of Pub-
<br />lic Works, made the presentation for the bill. He indicated this appropriation was
<br />the City's share of the Prairie Avenue Sanitary Sewer Project. He indicated this is
<br />a Barrett Law Project which totalled $58,130. Council Member Beck made a motion to
<br />recommend this bill to the Council favorable, second by Council Member Szymkowiak.
