<br />RESOLUTION NO. 918 -81
<br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND, INDIANA, COMMENDING ST. JOSEPH COUNTY COUNCILMAN
<br />PHILLIP D. BARKLEY FOR HIS PROMPT AND COURAGEOUS ACTION TO
<br />SAVE THE LIFE OF AN INDIVIDUAL ON OCTOBER 26, 1981.
<br />WHEREAS, on October 26, 1981, an individual fell victim to a cardiac arrest
<br />while in the County -City Building, and
<br />WHEREAS, County Councilman Barkley assisted Councilman McGann in administering
<br />CPR to the individual; and
<br />WHEREAS, because of the efforts of County Councilman Barkley, Corinne Wroblewski,
<br />Democratic Clerk of the Board of Voter Registration for St. Joseph County, is alive
<br />today.
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend,
<br />Indiana, as follows:
<br />SECTION I. The Common Council of the City of South Bend, Indiana, commends
<br />Phillip D. Barkley, St. Joseph County Councilman for his courageous action in saving
<br />the life of Corinne Wroblewski, Democractic Clerk of the Board of Voter Registration
<br />for St. Joseph County on October 26, 1981.
<br />SECTION II. The Common Council believes that the action taken by County Councilman
<br />Barkley in an emergency situation, exemplifies his great dedication to save life, and
<br />symbolizes the highest degree of humanity possible.
<br />SECTION III. This resolution shall be in full force and effect from and after
<br />its adoption by the Common Council and approved by the Mayor.

<br />Council Member Beck read this resolution. Joseph Kernan, City Controller, commended
<br />both Council President McGann and County Councilman Barkley for their quick and
<br />competent action.
<br />RESOLUTION NO. 919 -81 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND, INDIANA, CONGRATULATING THE AFL -CIO AND THE ST. JOSEPH
<br />COUNTY AFL -CIO COUNCIL ON THE MANY YEARS OF PROGRESS IT HAS
<br />ACHIEVED AND RECOGNIZES NOVEMBER 15, 981 AS ITS 100TH
<br />ANNIVERSARY
<br />WHEREAS, November 15, 1981, marks the 100th anniversary of the founding of the
<br />Federation of Organized Trades and Labor Unions, which evolved into the American
<br />Federation of Labor and Congress of Industrial Organizations (AFL -CIO), and inaugurated
<br />the establishment of the modern American trade union movement, and
<br />WHEREAS, since that time trade unions have played an increasingly effective part
<br />in winning for their members the right to decent wages, safe and healthful working
<br />conditions, and dignified enjoyment of their leisure time and retirement years, and
<br />WHEREAS, America's local communities have benefited directly from the activities
<br />of AFL -CIO trade unions, both on behalf of their members and in the championing of
<br />the rights and progress of all Americans, and
<br />WHEREAS, the trade union movement is an effective and accepted art of our local
<br />social and economic fabric, providing for stability nd progress through its continuing
<br />contributions toward the advancement of job opportunities to all who wish to work,
<br />and
<br />WHEREAS, trade unions are in the forefront of the battles to eliminate discriminati
<br />to improve the quality of community life, and to open new opportunities for individual
<br />advancement, on behalf of those who often have no other effective champion, and
<br />WHEREAS, the continued existence of strong and effective trade unions among us
<br />is a measure of the place they have won in the basic fabric of our society, to be
<br />cherished and fostered as a matter of civic pride;
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the Cty of South Bend,
<br />Indiana, as follow:
<br />SECTION I. The Common Council of the City of South Bend, Indiana, hereby congratul
<br />the AFL -CIO and the St. Joseph County AFL -CIO Council on the century of progress it
<br />has achieved, and joins in commemorating Labor's Centennial.
<br />SECTION II. This resolution shall be in full force and effect from and after
<br />its adotpion by the Common Council and approval by the Mayor.
