C7 <br />REGULAR MEETING <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South <br />mittee of the Whole on Monday, August 10, 1981, at 7:40 p.m., <br />sent. Chairman Voorde presiding. <br />BILL NO. 60 -81 A BILL AMENDING ORDINANCE NO. 4990 -6 <br />KNOWN AS THE ZONING ORDINANCE OF THE <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) <br />AUGUST 10, 1981 <br />Bend met in the Com- <br />with nine members pre - <br />8, AS AMENDED, COMMONLY <br />CIY OF SOUTH BEND, <br />(1441 NORTHSIDE BLVD.) <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. John Pettycord, attorney represent- <br />ing the petitioner, made the presentation for the bill. He indicated this rezoning <br />was for an office building which would house a professional employment agency. He <br />described the surround properties, and indicated this type of business would fit with <br />the rest of the properties on Northside Blvd. Council Member Taylor made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Serge. The <br />motion carried. <br />BILL NO. 72 -81 A BILL APPROPRIATING $60,000.00 FROM THE SEWAGE WORKS DE- <br />PRECIATION FUND TO ACCOUNT NO. 0722, MOTOR EQUIPMENT, WITHIN <br />THE SEWAGE WORKS DEPRECIATION FUND. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. John Leszczynski, Director of Pub- <br />lic Works, made the presentation for this bill. He indicated this appropriation <br />would be used to purchase two street sweepers. He indicated that the Wastewater <br />Treatment Plant has experienced additional costs for maintenance and repair due to <br />sand and debris entering the sewer system. He indicated that the only possible way <br />to eliminate this problem was to remove as much of this type of debris from the streets <br />before it enters the sewer system. Irene Mutzl, 320 Parkovash, spoke in favor of <br />this appropriation. Council Member Szymkowiak made a motion to recommend this bill <br />to the Council favorable, seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 73 -81 A BILL APPROPRIATING $100,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING FOR <br />THE PURCHASE OF EQUIPMENT AND REPAIRS TO BE ADMINISTERED BY <br />THE CITY OF SOUTH BEND, INDIANA, THROUGH THE DEPARTMENT OF <br />ADMINISTRATION AND FINANCE. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Joseph Kernan, City Controller, <br />made the presentation for the bill. He indicated this appropriation would be used to <br />cover needed capital equipment and repairs within the Fire Department, Street Depart- <br />ment and Bureau of Traffic and Lighting. Irene Mutzl, 320 Parkovash, spoke in favor <br />of this bill. Council Member Crone indicated that the Personnel & Finance Committee <br />recommended this bill favorable to the Council. She made a motion to recommend this <br />bill favorable to the Council, seconded by Council Member Szymkowiak. The motion <br />carried. <br />BILL NO. 74 -81 <br />A BILL TRANSFERRING MONIES FROM THE SALARIES AND WAGES AC- <br />COUNT IN THE POLICE DEPARTMENT TO THE MOTOR EQUIPMENT AC- <br />COUNT IN THE POLICE DEPARTMENT WITHIN THE GENERAL FUND OF <br />THE CITY OF SOUTH BEND, INDIANA. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Joseph Kernan, City Controller, <br />made the presentation for the bill. He indicated this bill would provide for the <br />temporary transfer of funds from the Personnel line item to the Motor Equipment line <br />item in the Police Department budget. He indicated this money would be used to pay <br />for the patrol cars that have recently been purchased. Irene Mutzel, 320 Parkovash, <br />spoke in favor of this bill. Council Member Szymkowiak made a motion to recommend <br />this bill to the Council favorable, seconded by Council Member Dombrowski. The mo- <br />tion carried. <br />There being no further business to come <br />Member Dombrowski made a motion to rise <br />cil Member Beck.
