REGULAR MEETING JULY 27, 1981 This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Marzy Bauer, Director of Com- munity Development, made the presentation for the bill. She indicated that Title XX funds and funds from the State are used to support the secretarial position and the operating expenses of the Youth Service Bureau. Council Member Beck made a motion to recommend this bill to the Council favorable, seconded by Council Member Taylor. The motion carried. There being no further business to come before the Committee of the Whole, Council Member Taylor made a motion to rise and report to th Council, seconded by Council Member Beck. The motion carried. BILLS, SECOND READING ORDINANCE NO. 6943 -81 AN ORDINANCE APPROPRIATING $3,720,500.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE AGEN- CIES, FOR THE PROGRAM YEAR BEGINNING JULY 7, 1981 AND ENDING JULY 6, 1982, TO BE ADMINISTERED THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT. ORDINANCE NO. 6944 -81 AN ORDINANCE APPROPRIATING $320,000.00 FROM THE SECTION 108 LOAN GUARANTEE PROGRAM OF THE HOUSING AND COMMUNITY DEVELOP- MENT ACT OF 1974, AS AMENDED, FOR ACQUISITION, RELOCATION AND CLEARANCE ACTIVITIES IN THE EAST BANK AND MONROE- SAMPLE DEVELOPMENT AREAS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE DEPARTMENT OF REDEVELOPMENT. This bill had second reading. Council Member Taylor made a motion to pass this bill, seconded by Council Member Beck. The bill passed by a roll call vote of eight ayes. ORDINANCE NO. 6945 -81 AN ORDINANCE APPROPRIATING $37,000.00 FROM THE WATER WORKS DEPRECIATION FUND FOR THE MODIFICATION OF PUMPING FACILITIES IN THE SOUTH FIELD AND APPROVING THE AWARD OF A CONTRACT FOR SAID MODIFICATION BETWEEN THE BOARD OF WATER WORKS COMMIS- SIONERS AND MORSE ELECTRIC COMPANY. This bill had second reading. Council Member Taylor made a motion to pass this bill, seconded by Council Member Zielinski. The bill passed by a roll call vote of eight ayes. ORDINANCE NO. 6946 -81 AN ORDINANCE APPROPRIATING MONIES FOR OPERATION OF THE YOUTH SERVICE BUREAU SHELTER. This bill had second reading. ORDINANCE NO. 6947 -81 AN ORDINANCE APPROPRIATING $31,000.00 FROM THE CUMULATIVE SEWER BUILDING AND SINKING FUND TO PROJECT CS 812, INSTAL- LATION OF STORM SEWERS ON MICHIGAN STREET FROM WASHINGTON TO COLFAX, WITHIN THE CUMULATIVE SEWER BUILDING AND SINKING FUND.
