<br />BILL NO. 66 -81 A BILL APPROPRIATING $320,000.00 FROM THE SECTION 108 LOAN
<br />GUARANTEE PROGRAM OF THE HOUSING AND COMMUNITY DEVELOPMENT
<br />ACT OF 1974, AS AMENDED, FOR ACQUISITION, RELOCATION AND
<br />CLEARANCE ACTIVITIES IN THE EAST BANK AND MONROE- SAMPLE
<br />DEVELOPMENT AREAS, TO BE ADMINISTERED BY THE CITY OF SOUTH
<br />BEND THROUGH THE DEPARTMENT OF REDEVELOPMENT.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Patrick McMahon, Director of
<br />Redevelopment, made the presentation for the bill. He indicated this appropriation
<br />would be used for acquisition, relocation and clearance activities in the East Bank nd
<br />Monroe - Sample Development Areas. He indicated that the 1979 -81 Community Development
<br />application was based on a Section 108 Loan of $1,920,000, and the Council previously
<br />appropriated $1,600,000 of this loan. He indicated this appropriation was the re-
<br />mainder. Glendarae Hernandez, 702 E. South, spoke against this appropriation. Council
<br />Member Serge made a motion to recommend this bill to the Council favorable, seconded
<br />by Council Member Crone. The motion carried.
<br />BILL NO. 67 -81 A BILL APPROPRIATING $37,000.00 FROM THE WATER WORKS DEPREC-
<br />IATION FUND FOR THE MODIFICATION BETWEEN THE BOARD OF WATER
<br />WORKS COMMISSIONERS AND MORSE ELECTRIC COMPANY.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. John Leszczynski, Director of
<br />Public Works, made the presentation for the bill. He indicated these modifications
<br />will allow the City to produce an additional 4 to 4.5 million gallons of water per
<br />day. He indicated this amount will not replace the losses suffered because of the
<br />Olive Well field contamination problems, any additional pumpage we may produce during
<br />the summer dry months will be of value. Council Member Szymkowiak made a motion to
<br />recommend this bill to the Council favorble, seconded by Council Member Zielinski.
<br />The motion carried.
<br />BILL NO. 68 -81 A BILL APPROPRIATING MONIES FOR OPERATION OF THE YOUTH SER-
<br />VICE BUREAU SHELTER.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Marzy Bauer, Director of Com-
<br />munity Development, made the presentation for the bill. She indicated this repre-
<br />sented the cost of operating the Runaway Shelter during the period July 1, 1981 through
<br />June 30, 1982. Council Member Szymkowiak made a motion to recommend this bill to the
<br />Council favorable, seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 69 -81 A BILL APPROPRIATING $31,000.00 FROM THE CUMULATIVE SEWER
<br />BUILDING AND SINKING FUND TO PROJECT CS 812, INSTALLATION OF
<br />STORM SEWERS ON MICHIGAN STREET FROM COLFAX TO LASALLE,
<br />WITHIN THE CUMULATIVE SEWER BUILDING AND SINKING FUND.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. John Leszczynski, Director of
<br />Public Works, made the presentation for the bill. He indicated the bill should be
<br />amended to indicate Michigan Street from Washington to Colfax. Council Member Taylor
<br />made a motion to amend the bill, seconded by Council Member Crone. The motion car-
<br />ried. He indicated this appropriation would be used for the installation of storm
<br />sewer. He indicated this will extend the City utilities away from the roadway so that
<br />any future development on the west side of Michigan Street will not disrupt the flow
<br />of traffic. Council Member Szymkowiak made a motion to recommend this bill to the
<br />Council favorable, as amended, seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 70 -81 A BILL TRANSFERRING MONIES FROM VARIOUS ACCOUNTS TO VARIOUS
<br />ACCOUNTS WITHIN THE GENERAL FUND OF THE CITY OF SOUTH BEND,
<br />INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Joseph Kernan, City Controller,
<br />indicated this transfer would cover needed capital improvements in the Fire Department
<br />and Bureau of Traffic and Lighting. He indicated it was necessary to pursue these
<br />less efficient and more costly method as a result of the continued unavailability of
<br />the General Obligation Bond Issue. Joseph Simeri, attorney representing the crossing
<br />guards, indicated it was his understanding that this bill would be amended. he said
<br />if the amendment was in account 110.0 the crossing guards would approve. Council
<br />President McGann made a motion to amend the bill in Section I reduce Police Department
<br />account 110.0 to $6,200 making the total reduction $40,200, and increase account 251.0
<br />by 9,500 and account 252.0 be increased to 9,700 for a total increase of $40,200,
<br />seconded by Council Member Crone. The motion carried. Council Member Taylor made a
<br />motion to recommend this bill to the Council favorable, seconded by Council Member
<br />Zielinski. The motion carried.
<br />BILL NO. 71 -81 A BILL APPROPRIATING $26,180.00 FROM THE YOUTH SERVICE BUR-
<br />EAU FUND FOR OPERATING FUNDS TO BE ADMINISTERED BY THE YOUTH
<br />SERVICE BUREAU OF THE CITY OF SOUTH BEND, IN.
