I <br />REGULAR MEETING JUNE 27,, 1981 <br />BILL NO. 53 -81 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (DUNHAM STREET.) <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Larry Magliozzi, from Area <br />Plan, made the presentation for the bill. He indicated that due to the Olive- Sample <br />overpass, it was necessary to relocate some apartment buildings. He indicated this <br />area has been selected and this rezoning to "B" would allow them to build the apart- <br />ments. Council President McGann made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Serge. The motion carried. <br />BILL NO. 54 -81 A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OF- <br />FICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, <br />WITHIN THE DIVISION OF COMMUNITY DEVELOPMENT FOR THE PERIOD <br />FROM JULY 1, 1981 TO JUNE 30, 1982. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Marzy Bauer, Director of Com- <br />munity Development, made the presentation for the bill. She indicated this bill <br />would set salaries for Community Development for their fiscal year. She indicated <br />that the Personnel & Finance Committee had requested to amendments to this bill, one <br />was to correct a mathematical error, and the other was to clarify the existing sit- <br />uation with one of our staff members to clarify the title, the position was created <br />under Planner III, but the Administration and the Council feels the title should be <br />Neighborhood Services Coordinator. She indicated that by adding that line in the <br />bill they were not adding a position. Council Member Crone made a motion to reduce <br />the engineer's salary to 2,323, and add a new position of Neighborhood Services Coor- <br />dinator, present salary $16,000, proposed salary $17,230, seconded by Council Member <br />Beck. The motion carried. <br />BILL NO. 55 -81 A BILL APPROPRIATING $466,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING FOR <br />STREET MAINTENANCE AND REPAIR TO BE ADMINISTERED BY THE CITY <br />OF SOUTH BEND, INDIANA, THROUGH THE BUREAU OF STREETS WITHIN <br />THE MOTOR VEHICLE HIGHWAY FUND. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given the opportunity to be heard. Sherrie Petz, Deputy Control- <br />ler, made the presentation for the bill. She indicated this would provide $466,000 <br />for the 1981 street maintenance and repair program. She indicated that while the <br />total appropriation will come from General Revenue funds, only $200,000 will be from <br />the Revenue Sharing contingency fund. She indicated lthat the remainder is a result <br />of cuts in the programs that were discussed earlier, and these programs will not <br />receive the amounts of revenue sharing supplements that had been earmarked. John <br />Gleva, 5039 Packard, asked if this bill was regarding fire trucks. He was told this <br />was for street maintenance. Council Member Taylor made a motion to recommend this <br />bill to the Council favorable, seconded by Council Member Szymkowiak. Council Member <br />Voorde indicated the Council had been asked if they had any ideas where to come up <br />with $68,000. He indicated he had suggested he would rather see the Council consider <br />cutting back on the street paving program. The motion carried. <br />BILL NO. 56 -81 A BILL APPROPRIATING $110,000.00 FROM THE WATER WORKS DEP- <br />RECIATION FUND FOR INSTALLATION OF AN INTERCEPTOR WELL SYS- <br />TEM IN THE LOCATION OF THE OLIVE STREET WELL FIELD AND AP- <br />PROVING THE AWARD OF A CONTRACT FOR SAID INSTALLATION BET- <br />WEEN THE BOARD OF WATER WORKS COMMISSIONERS AND PEERLESS - <br />MIDWEST, INC. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Mike Vance, Director of Util- <br />ities, made the presentation for the bill. He indicated this appropriation will be <br />used for the initial work needed in the clean -up of the Olive Street well field. He <br />indicated that the first phase of that clean -up process will include the installation <br />of an interceptor well system designed to reverse the flow of contamination in the <br />field. Council Member Szymkowiak made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 57 -81 A BILL APPROPRIATING $60,000.00 FROM THE LOCAL ROAD AND <br />STREET FUND TO PROJECT R &S 7905, LINCOLNWAY EAST AND <br />TWYCKENHAM DRIVE INTERSECTION IMPROVEMENTS, WITHIN THE LOCAL <br />ROAD AND STREET FUND. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. John Leszczynski, Director of <br />Public Works, made the presentation for the bill. He indicated this appropriation <br />will be used to widen, channelization and signalization of the Twyckenham and Lincoln <br />Way West "intersection. He indicated these improvements will be done in conjunction <br />with the County's projects. He indicated that this must be done before the bridge is <br />completed, in order to qualify for the Federal funds, which will pay seventy percent <br />of the cost. Pat Miller, 2213 Lincoln Way West, spoke against the appropriation. <br />Council Member Serge made motion to recommend this bill to the Council favorable, <br />seconded by Council Member Taylor. The motion carried. <br />
