REGULAR MEETING JANUARY 26, 1981 <br />COMMITTEE OF THE WHOLE (CONTINUED <br />BILL NO. 5 -81 A BILL APPROPRIATING $5,217.00 FROM THE LOCAL EMPLOYMENT <br />OPPORTUNITY FUND TO BE ADMINISTERED BY THE CITY OF SOUTH <br />BEND THROUGH ITS HUMAN RIGHTS COMMISSION AND DEPARTMENT OF <br />HUMAN RESOURCES AND ECONOMIC DEVELOPMENT. <br />This being the timeheretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Debra Kroll, Senior Investigator with <br />Human Rights, made the presentation for the bill. She.-- :indicated that Human Rights had _a <br />contract with EEOC, and under the contract the EEOC is to provide training for the South <br />Bend Human Rights Commission and staff. She indicated this appropriation was to cover <br />that training expense. Council Member McGann made a motion to.recommend this bill to <br />the Council favorable, seconded by Council Member Dombrowski. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council Member <br />Dombrowski made a motion to rise and report to the Council, seconded by Council Member <br />Serge. PROJECT)" AND APPROVING OTHER ACTIONS IN <br />RESPECT THERETO. <br />This bill had second reading. Council Member Kopczynski made a motion to pass this bill, <br />seconded by Council Member.Dombrowski. The bill passed by a roll call vote of nine ayes. <br />ORDINANCE NO. 6883 -81 <br />AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, <br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF <br />SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) (4325 S. <br />MAIN.) <br />This bill had second reading. Council Member Beck made 'a motion to amend this bill, as <br />amended in the Committee of the Whole, seconded by Council Member Dombrowski. The motion <br />carried. Council Member Kopczynski made a motion to pass this bill, as amended, seconded <br />by Council Member Dombrowski. The bill passed by a roll call vote of eight ayes and one <br />nay (Council Member Taylor.) <br />ORDINANCE NO. 6884 -81 <br />AN ORDINANCE AMENDING CHAPTER 21, SECTION 21 -88 OF THE <br />MUNICIPAL CODE OF SOUTH BEND, OFF - STREET PARKING AND <br />LOADING FACILITIES, CHANGE IN USE. <br />This bill had second reading. Council Member Taylor made a motion to pass this bill, <br />seconded by Council Member Dombrowski. The bill passed by a roll call vote of nine ayes. <br />ORDINANCE NO. 6885 -81 AN ORDINANCE AMENDING CHAPTER VI OF THE MUNICIPAL CODE <br />OF SOUTH BEND TO BRING THE CODE INTO CONFIRMANCE WITH <br />THE UNSAFE BUILDING CODE 18- 5 -5.5 -4 (5) (b) AND REPEALING <br />CHAPTER 11, ARTICLE 4, OF THE MUNICIPAL CODE. <br />This bill had second reading. Council Member Taylor made a motion to pass this bill, <br />seconded by Council Member Dombrowski. Council Member Taylor made a motion to pass this bill, <br />seconded by Council Member Beck, The bill passed by a roll call vote of nine ayes. <br />RESOLUTIONS <br />RESOLUTION NO. 851 -81 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND APPROVING THE ISSUANCE OF LICENSE RENEWALS FOR <br />SCRAP AND JUNK DEALERS. <br />WHEREAS, the Common Council of the City of South Bend recognizes the contribution <br />that recycling operations such as junk and scrap yards make to the community; and the <br />Council further realizes that such operations must be reasonably regulated in order to <br />minimize any environmental or aesthetic nuisances which may be created by the operations <br />of scrap and junk yards within the city; and <br />WHEREAS, the Common Council of the City of South Bend has enacted reasonable <br />rules and regulations with regard to the issuance of licenses and the operations of the <br />scrap and junk dealers; and <br />
