REGULAR MEETING NOVEMBER 10, 1980 <br />REPORTS <br />Council Member Dombrowski indicated that the Older Adults Committee had met and recom- <br />mended Bill No. 130 -80 regarding the Older Adults Crine Victim Program, be passed. <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded <br />by Council Member_Kopcyznski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee <br />of the Whole on Monday, November 10, 1980, at 7:04 p.m., with nine members present. <br />Chairman Szymkowiak presiding. <br />BILL NO. 128 -80 A BILL APPROVING THE FORM AND TERMS OF TRUST INDENTURE AND <br />USER AGREEMENT, REAL ESTATE MORTGAGE AND INDUSTRIAL DEVELOP - <br />MENT REVENUE BONDS, AND AUTHORIZING THE EXECUTION THEREOF, <br />AND APPROVING RESOLUTION NO. 27 -80 OF THE SOUTH BEND ECONOMIC <br />DEVELOPMENT COMMISSION RELATING TO THE NILES AVENUE PARTNER- <br />SHIP PROJECT. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Mr. Kenneth Fedder, attorney for the <br />Economic Development Commission, made the presentation for the bill. He indicated this <br />$1,000,000 bond issue would be used to retire the $750,000 previously issued. He in- <br />dicated it was necessary to refinance because of a cost over -run. Council Member <br />Kopczynski made a motion to recommend this bill to the Council favorable, seconded by <br />Council Member McGann. The motion carried. <br />BILL NO. 129 -80 <br />A BILL APPROPRIATING $15,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND FOR THE SUPPORT OF SPECIALIZED TRANSPORATION <br />SERVICES TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DIVISION OF COMMUNITY DEVELOPMENT AND SPECIALIZED TRANSPORA- <br />TION SYSTEM OF ST. JOSEPH COUNTY. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Marzy Bauer, Director of Community <br />Development made the presentation for the bill. She indicated the program provides <br />transportation services to the elderly and handicapped residents. She indicated this <br />funding would be on a one -time basis. She indicated this funding would be used to pur- <br />chase gasoline. Karen Swift, 966 Paddy Lane, spoke in favor of this bill. Stephanie <br />McKiel, 626 W. Colfax, spoke in favor of this bill. Council President McGann made a <br />motion to recommend this bill to the Council favorable, seconded by Council Member <br />Dombrowski. The motion carried. <br />BILL NO. 130 -80 <br />A BILL APPROPRIATING $9,500.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND FOR THE SUPPORT OF AN OLDER ADULTS CRIME <br />VICTIM PROGRAM ACTIVITY TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE <br />REAL SERVICES AGENCY. <br />This being the.time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be..heard. Marzy Bauer, Director of Community <br />Development, made the presentation for the bill. She indicated this program is com- <br />pleting the third and final year of funding under the Law Endorcement Assistance Agency. <br />She indicated that the primary task was to assist older victims of burglary, robbery, <br />assult, rape, larceny, fraud, arson and vandalism. She indicated that the second task <br />is to educate the older adults in ways to protect themselves. She indicated this was <br />sixty percent of the total project cost.for one year. Harlan Noel, 3005 Bonds Ave., <br />indicated this program was being funded by LEAA and that funding is no longer available. <br />Mr. Lester Fox, of REAL Services, indicated that LEAA was going out of existence, -and <br />their funds have been cut back drastically. Council Member Dombrowski made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Taylor. The <br />motion carried. <br />There being no further business to come <br />Member Dombrowski made a motion to rise <br />Member Kopcyznski.
