NEMETH, Mayor <br />COUNTY -CITY BUILDING <br />SOUTH BEND, INDIANA 46601 <br />September 25, 1978 <br />the Common Council <br />Common Council <br />Building; 4th floor <br />IN 46601 <br />Dear Council Members: <br />I'm presenting an ordinance to you for first reading on <br />September 25, 1978, which will facilitate the implemen- <br />tation of the reduction of the automobile fleet as was <br />mandated in the 1979 budget. <br />219/284 -9742 <br />As you are aware, over the years many individuals were <br />hired by the City and were told that their job duties <br />would require transportation and that, in fact, the City <br />would provide that transportation. In recent years <br />those individuals who were hired have been told that the <br />City vehicle was not a fringe benefit and was not part <br />of the job and, in fact, that vehicle could be taken <br />away. However, I believe that by taking a City vehicle <br />immediately away from any individual would create an <br />extreme financial hardship, as this individual must go <br />out and buy a new car to supplement the one that has <br />been taken away in order for him to perform his duties. <br />Without a car, he would necessarily be unemployed. For <br />this reason, I am proposing this ordinance to encourage <br />some voluntary return of the vehicles, as well as an <br />equitable compensation for those who voluntarily comply <br />with our wishes. I am proposing that any individual <br />who turns his car back to the City for the remainder of <br />1978 be paid $.30 per mile, and that effective January 1, <br />1979, all vehicles that are either voluntarily or <br />involuntarily turned back to the City be paid $.30 a <br />mile for the first 5,000 miles and $.172 thereafter. <br />
